Role
Reporting to the Assistant Deputy Minister (ADM), Financial Services, Capital Planning and SFO, Education, the Executive Director (ED) of Capital Planning works directly with the Ministry Executive Committee, the offices of the Minister, and senior stakeholder representatives to develop the Ministry's long and short-term capital planning strategies, and leads the planning and delivery of the Ministry's capital planning program and related education infrastructure initiatives. This position collaborates with representatives of provincial school boards to receive requests for capital projects and provides guidance and expertise as to the Alberta Government's capital planning processes. The ED leads the review of capital projects submitted by school boards and recommends priorities for review and approval by senior Ministry representatives and the Minister, as well as submission to the Government's Capital Planning Initiative (CPI) and/or Treasury Board.
Included in the ED's role is providing strategic advice and support related to evaluating the provincial education infrastructure to ensure it meets the requirements of the provincial economy and growing population, as well as working with stakeholders to identify future education infrastructure needs. The ED is also accountable for all branch functions and programs being integrated, coordinated, and compliant with relevant legislation, policies, and business plan goals.
This position plans, manages, and evaluates resources and directs operations to effectively and efficiently deliver outcomes and develop capacity of the Capital Planning sector. In addition to working collaboratively with key internal stakeholders to ensure that branch policies, processes, and programs reflect Ministry and government directions and address continually evolving education infrastructure requirements, the ED guides and mentors team members as they contribute to defining and achieving the branch mandate. Reporting to the ADM, this position performs all work in accordance with relevant Government and Ministry legislation, regulations, policies, and guidelines.
Qualifications
As ED, you will bring significant related senior management experience with strengths in stakeholder relations, governance, and policy development within a complex organization to this impactful role. You also bring experience in managing relevant capital planning policies and guidelines that inform capital planning and funding decisions. Your well-developed leadership skills, combined with a proven track record of bringing new teams together, establishing trust, and creating a foundation for outstanding team performance, will be critical to your success.
Advanced professional judgment is also required given the politically sensitive nature of information dealt with, and the often-conflicting priorities, perspectives, and requirements of partners and stakeholders. Your highly honed political acumen will enable you to develop and leverage collaborative working relationships within the Ministry, across government, and with stakeholders.
Exceptional interpersonal and communication skills including verbal, written, listening, and negotiating will be needed to support and advance the work of Alberta Education. A broad knowledge of capital planning policy in the K-12 education system would also be an asset. Comprehensive knowledge of policy and strategy development and assessment processes and related Government decision-making processes is advantageous.
An undergraduate degree or an equivalent combination of education and work experience is required. Graduate degree is an asset.
Salary
$5,082.46 - $6,679.30 bi-weekly ($132,652- $174,329 yearly)
