JOB GOAL
Responsible for facilities planning, construction, and code compliance of College's facilities. Building Code Administrator that enforces provisions of the State Requirements for Educational Facilities (SREF), Florida Building Code, Florida Fire Prevention Code, Health and Life Safety compliance required for plan review processing, permitting, supervision and inspection of all new construction, remodeling, renovation, and maintenance projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Supports the Associate Vice President, Facilities Administration in facilities planning of the College. Directs the renovation, remodeling and new construction of the College facilities and facility support systems. Directs the Colleges' Construction, Remodeling, Renovation program that ensures full compliance with the Florida Building Code and SRE, ADA, Florida Prevention Code and health and life safety compliance. Serves as the College's building code official/administrator and manages the College's self-permitting responsibilities. Maintains a current and accurate College Facilities (space) Inventory. Develops and prepares specifications for minor renovation, remodeling, construction, safety, and deferred maintenance projects and directs their completion. Directs College staff in the planning of the College's facilities. Responsible for implementing a planning process in accordance with State guidelines that meets the College's facility needs. Provides support to the selection and contracting process for project architects, engineers, professional consultants, and construction managers. Serves as the College's representative in the review of facilities' design, progress of drawing and specifications, and submittal of plans for appropriate approvals. Responsible for the conformity of plans to College and Department of Education rules and requirements as published in the FBC and SREF. Reviews construction bids and proposals for compliance to plans and specifications. Attends all bid openings related to College's construction projects. Oversees inspections on a regular basis and its compliance with plans and specifications. Attends pre-construction and all construction progress meetings and advises the Associate Vice President, Facilities Administration on all project progress, including corrections required and contract change orders. Maintains project files and records and assists in filing all reports related to construction, including but not limited to updates to the College Master Plan, Capital Improvement Program, Project Priority List, Educational Specifications and Facilities Surveys, and the College's Annual Strategic Plan. Prepares and manages, together with the Project Manager(s) construction project budgets and schedules. Reviews and recommends approval of contractor pay requests and other payments related to construction. Facilitate the maintenance of the college building plans, drawings and warranty information. Manages building code inspections with the Colleges' building Inspector and reviews the building inspector reports for accuracy and compliance with the FBC and SREF. Preparing Florida Board of Education Capital Improvement Program form packet. Preparing quarterly Capital Improvement Program report. Review, rationalize, quantify architect, consultant, contractor, and construction manager proposals to assure alignment with the College's criteria and budgets. Serves on College committees as assigned. Performs other duties as assigned.

EDUCATION REQUIREMENTS / QUALIFICATIONS
- Bachelor's degree in architecture, engineering, building construction, management, or a related field with at least eight years' experience in building design, construction project management/contract review/administration and construction or maintenance supervision,
- Or, Associate's degree in engineering or building construction or related field with at least 15 years' experience in the previously described areas required.
KNOWLEDGE, SKILLS, & ABILITIES
- Personal computer experience and working knowledge of Construction related computer software systems required.
- Knowledge of local laws, codes and reporting requirements.
- A strong leadership profile: articulate, diplomatic, excellent communications and interpersonal skills, commitment to interdisciplinary and collaborate teamwork.
- Strong client service orientation and an understanding of both the service and stewardship missions of a facilities organization.
- Excellent analytical, organizational, oral, and written communication skills.
- Proactive problem-solving skills.
CERTIFICATES, LICENSES, & REGISTRATIONS
- Possession of a Building Official License is a condition of continued employment and is expected to be obtained within nine months of employment.

PREFERRED QUALIFICATIONS
- Master's Degree preferred. Degrees must be from a regionally accredited institution.
- Current Building Official License or the ability to obtain Building Official License, within nine months of employment.
