GENERAL STATEMENT OF DUTIES: To serve as the Executive Director - Homelessness and Community Supports. Working with the Secretary of Housing, to assist in the strategic leadership, coordination and direction of activities related to housing supports, services, and opportunities for vulnerable populations in the RI Department of Housing. and to do related work as required.
SUPERVISION RECEIVED: Works under the administrative direction of the Secretary of Housing with the ability to exercise authority, initiative and judgment in the formulation of policy and program procedures; work is subject to review through consultations and/or written reports for satisfactory performance and conformance to laws, policies, directives, rules, and regulations.
SUPERVISION EXERCISED: Plans, assigns, coordinates, directs, and reviews the work of a professional, technical, and clerical staff.

Illustrative Examples of Work Performed

  • To serve as the Executive Director - Homelessness and Community Supports.
  • Working with the Secretary of Housing, to assist in the strategic leadership, coordination and direction of activities related to homelessness and to housing supports, services, and opportunities for vulnerable populations in the RI Department of Housing and to do related work as required.
  • Report to the Secretary of Housing and oversees the programs, functions, and activities related to housing supports, services, and opportunities for vulnerable populations.
  • To oversee and guide the professional teams responsible for housing supports, services, and opportunities for vulnerable populations.
  • To interface closely with other public and quasi-public housing and homelessness agencies at the national, regional and local levels.
  • To develop strategic partnerships and contacts with community representatives, external agencies and other organizations to develop a sense of issues and solutions.
  • Work with private sector, non-profit and public agencies to seek funding and build partnership relationships related to housing supports, services, and solutions for vulnerable populations including survivors of domestic violence, people with disabilities, the LGBTQ+ community, individuals recovering from substance use, returning citizens/reentering ex-offenders, seniors, veterans, and people experiencing homelessness.
  • To analyze federal legislation and determine the availability of federal funds to support program development and activities.
  • To provide direction and leadership on the effective operation of housing operations, systems and procedures.
  • Conceptualize, plan, coordinate, and manage housing supports for vulnerable populations. Organize and delegate preparation of policies, programs, grant applications, strategies and plans.
  • To facilitate the functions and actions of these groups. Review results of staff work and respond as appropriate.
  • Assure housing operations are in accordance with rules, regulations, ordinances, policies, directives and prepares for and respond to audits and reviews.
  • To establish and maintain performance objectives with supervisors and establish annual objectives and work plans for RI Department of Housing Operations with the Secretary and Assistant Secretary.
  • To provide oversight of and information regarding the day-to-day administration of programs including ensuring program integrity by monitoring production, quality control and data integrity.
  • Analyze and improve programs, interpret ordinances and regulations, seek new programs and opportunities.
  • To plan, organize, assign, monitor, and evaluate diverse housing programs, staff and activities. Review work assignments, requirements, and review work product for completeness and accuracy.
  • To maintain effective working relationships with funding sources, federal government, public, press, professional groups, and elected representatives, and respond to citizens and customers.
  • To make public presentations and share information on housing issues, plans, and accomplishments with neighborhood/community groups, property owners.

Required Qualifications for Appointment
KNOWLEDGES, SKILLS AND CAPACITIES: Strong knowledge of programs, functions and activities related to supports, services and opportunities for vulnerable populations. Knowledge of and experience with issues and programs regarding substance use, returning citizens/re-entering ex-offenders, seniors, veterans, and people experiencing homelessness (especially in a housing, shelter, and/or support service context).

EDUCATION AND EXPERIENCE:

Education: Bachelor's Degree required.

Experience: A leader with a strong background working with programs in support of vulnerable populations. Strong interpersonal skills and demonstrated ability to work in a team environment. At least 7 years of experience organizing and administering homelessness, housing, community development, and/or social services programs. At least 5 of the required 7 years in a leadership capacity in a related functional area.

Supplemental Information
This position will serve as the Director of Housing Production and Preservation for the Department of Housing. Working under the direction of the Secretary the Director will have primary responsibility for overseeing the programs, functions, activities related to housing production and preservation as well as real estate finance for the Department. In carrying out this role, the Director of Housing Production and Preservation collaborates with other senior members of the Department as well as external stakeholders. The role includes participation in the development and implementation of any legislation or regulation having an impact on housing; and to do related work as required.

The Director will:
  • interface closely with other public and quasi-public housing agencies at the local, state, and national levels, and coordinate heavily with RIHousing on their housing production and preservation work.
  • develop strategic partnerships and contacts with private sector, non-profit, government agencies, community representatives, and other organizations to develop a sense of relevant issues and solutions. Proactively identify opportunities to apply for federal and private funding to support program development and activities.
  • collaboratively work to analyze federal, state, and local legislation and budgets to flag concerns and notice areas of opportunity for the Department.
  • assure programs under the guidance of the Director are in accordance with rules, regulations, ordinances, policies, directives and prepares for and respond to audits and reviews. Provide oversight of and information regarding the day-to-day administration of programs including ensuring program integrity by monitoring production, quality control, and data integrity.
  • analyze and improve programs, interpret ordinances and regulations, seek new programs and opportunities.

A background that includes experience in housing development from a government, quasi-government, non-profit, or private sector perspective. Experience across different types of housing agencies/organizations is preferred. Familiarity with existing programs and an understanding of the funding options that the State of Rhode Island can use to increase housing production.

EDUCATION AND EXPERIENCE:

Education: Bachelor's Degree required; Master's Degree in Real Estate Finance, Planning or related field preferred.

Experience: A leader with a strong background and demonstrated success in establishing and administering housing and community development programs. Strong interpersonal skills demonstrated ability to work in a team environment. As least 10 years of experience organizing and administering housing, community development, and/or housing/real estate finance or development programs. At least 5 of the required 10 years in a leadership capacity in a related functional area.
