FUNCTIONAL DESCRIPTION OF UNIT:
The role of the Executive Director of Budget, Compliance and Operational Efficiencies is becoming increasingly important in a new era of unprecedented public scrutiny and calls for accountability in the management of our schools and the resources to educate our students. This job description is comprehensively aligned to the district governance and structural shift necessary to build cross-functional capacity to help shape and manage our public schools' business functions. Our district seeks to solicit broad skillsets necessary to create and sustain financial and operation functions that are district focused inclusive of and relative to professional leadership, budget, State Aid reporting and monitoring.
This is an administrative position responsible for the development, assessment and monitoring of the City School District's annual budget. The employee directs and coordinates the formulation and presentation of budgets for controlling the funds to meet program objectives of the School District. The employee coordinates the development of the budget and ultimately presents the budget to the Superintendent and the Board of Education. All this including responsibilities which focused on all budget related submissions/awards/monitoring. Further responsibility includes evaluating the effectiveness of budget allocations.

ESSENTIAL FUNCTIONS:
Under the direction of the Chief Financial Officer, this person shall be responsible to:
- Directs the development of the District's annual budget
- Manages, coordinates and meets with all department heads in the proposal development and review process in conjunction with the District's planning efforts;
- Communicates and meets with the Superintendent, Deputy Superintendents, school building leadership, and other district personnel regarding the disposition of funds directly related to the education of students.
- Recommends changes in district practice and program delivery in furtherance of the education of students.
- Develops and presents the budget decision-making packages to the Superintendent and the Board of Education;
- Attends and participates in meetings of the Superintendent's Cabinet as a member of top management;
- Directs and coordinates the allocation process for all approved local, state, federal and foundation grants consistent with District goals and objectives;
- Directs and coordinates the budget assessment process for the purpose of evaluating the effectiveness of budget allocations;
- Directs the reallocation process based on the District's goals and financial status in consultation with department heads;
- Approves all budget transfers, unbudgeted authorizations, unbudgeted personnel requisitions and reallocations to the schools, based on enrollment increases;
- Reviews, revises, and recommends changes in procedures and practices around budget implementation, monitoring and reallocations;
- Attends meetings of the Board's Finance Committee, Board Study Sessions and Board of Education for the purpose of reviewing budget recommendations as well as the status of the current budget;
- Partners with the Chief Financial Officer to ensure that district budgets and Office of Finance systems, procedures and actions are in compliance with Board, local, state and federal guidelines;
- Partners with the Chief Financial Officer to improve, implement, and maintain a comprehensive cost savings system through operational efficiencies across the district;
- Supervises technical staff in the development of the budget and performance of financial and statistical analysis;
- Partners with the Chief Financial Officer to supervise and lead all staff in the Office of Finance;
- Attends meetings of the Budget Advisory Committee, serving as the District's liaison;
- As a member of the Finance Leadership Team, assist the Chief Financial Officer in the development of policies, procedures and programs for school based budgeting;
- Communicate and meet with Superintendent, Deputy Superintendents, school building leadership, and other district personnel regarding the disposition of funds directly related the education of students; and,
- Assist the Superintendent in developing recommendations for changes in district practice and program delivery in furtherance of the education of students.
EDUCATION, EXPERIENCE, AND CERTIFICATION
- Must hold a Master's degree.
- Must have a valid NYSED School District Business Leader Professional Certificate.
- Candidates should have experience in budget preparation and monitoring, including knowledge of Federal and State grant-related guidelines and reporting requirements.
- Candidates must possess, and have demonstrated strong leadership, organizational and communication skills, both written and oral.
- Experience in change management and design thinking.
- Training and/or experience with Culturally Relevant Education (CRE).
