Job Description:
Under general direction and leadership of the Vice President for Finance and Administration, the Executive Director of Budget is responsible for providing budgetary support, organizing, planning, implementation and direction of activities related to the formation and management of the University's budget and provide leadership.

Responsibilities:
  • Duties and responsibilities include, but are not limited to:
    Develop and prepare the University's operation budget, budget request, and estimates revenue and expenditures.
    Prepare and assemble statistical data and reports for use in budget evaluation.
    Coordinate and monitor budget processes with all University academic and administrative units to assure efficient fiscal planning and management.
    Provide high level advice and budget assistance to VPs, Deans, and/or Chair level positions
    Integrate and execute the operating budget within the University into financial systems including PeopleSoft and SBS.
    Responsible for maintaining position control and reporting of related information.
    Prepare revenue/expenditure projections, funding allocations, budget justifications and legislative review documents.
    Update manual and automated files and record keeping systems and ensures accuracy of data.
    Maintains computerized budget system and designs and implements enhancements to the system when necessary.
    Attend all budgetary meetings conducted by the University and/or other State agencies.
    Responsible for ensuring training and various budget information sharing is conducted at all levels of the University.
    Represent the Vice President and/or University at meetings conducted by the University, State agencies, and/or other external organizations.


Minimum Qualifications:
  • Master's Degree in accounting, finance, economics, or business administration from an accredited four-year college or university preferred.
  • Seven years or more experience in budgeting/accounting and/or managing fiscal services such as budget development, forecasting, or analysis of financial data, preferably in a higher education environment.
    Working knowledge of Financials, HR, and Student Services software or equivalent Enterprise Resource Planning software packages such as PeopleSoft, Oracle, and/or Workday.

    Must be proficient in MS Excel spreadsheets, Word, PowerPoint, and Access.
    Ability to communicate effectively, both orally and in writing.
    Ability to prepare and present oral and written reports of conclusions drawn and recommendations made.
    Ability to establish and maintain effective working relationships with operating officials and other employees.
    Knowledge of the principles and practices of business administration, budgeting, finance, government accounting and sound management practices.
    Knowledge of state government organization, functions and services.
    Ability to work weekends, shift work, on-call or overtime as may be required.
