Position Summary

Assumes responsibility for providing strategic leadership, development and oversight of Facilities operations at the University of Hartford's main campus and off-site properties (350+ acres, 2.2M square feet). Responsible for capital planning and space use planning, design and construction services, facilities business operations and maintenance, energy management and compliance with environmental health, fire, and workplace safety regulations in an effort to meet the diverse needs of the University, its students, faculty and staff. In all actions, assumes responsibility for the understanding of and adherence to all federal and state laws as well as health and safety regulations. Performs all duties in full support of the University's mission, understanding that the positive and effective execution of these duties are instrumental to the education of the University's students.

Provides creative leadership in collaboration with the University's administrative cabinet and other senior management on policy development, administration and implementation of University strategic goals involving physical resources, space planning as well as facilities management and usage. Provides oversight regarding the safety, reliability, functional performance and efficient and effective use of physical resources and space. Actively fosters and engages inclusive cross-departmental coordination to effectively develop and implement associated policies. Develops and implements strategies for the University's short and long term facilities management planning and resources. Assumes responsibility for more than $20 million Facilities' departmental and capital construction budgets, ensuring prudent planning, development, management and fiscal oversight, identifies, recommends, creates, implements and/or oversees cost control initiatives in an effort to realize savings and/or operational efficiencies.

Researches, develops, implements and oversees short and long-term departmental objectives designed to maintain and/or improve services needed to meet current and future demands of diverse campus constituencies. Establishes policies and procedures consistent with the strategic needs of the University. Regularly reviews and updates policies and procedures in compliance with regulatory mandates, strategic needs and/or performance standards.

Provides oversight regarding the safety, reliability, functional performance and efficient and effective use of physical resources and space. Actively engages inclusive cross-departmental coordination to effectively develop and implement associated policies and foster a professional, customer-focused culture within the Facilities Department. Analyzes Facilities progress toward meeting performance objectives and seeks ways to improve services and processes.

Provides strategic oversight and management for the outsourced facilities agreement and other energy consultants, as appropriate. Identifies and manages contracts with an eye toward the functional and effective performance of all energy-using utility systems with a commitment to environmental sustainability. Develops, implements and oversees policies and procedures regarding the effective use of energy at the University.

Leads the University's environmental and workplace safety efforts. Assumes responsibility for performing specialized duties pertaining to fire and/or other safety related case information, statistical tracking of fire alarms and incidents, conducts fire code compliance inspections of all buildings and systems and makes recommendations for corrective action in an effort to maintain a high level of fire and life safety at the University of Hartford.

Develops, implements, assesses, and revises emergency preparedness plans, outreach programs and activities for the University of Hartford's faculty, staff, and students. Leads the development of emergency preparedness conferences, instructional seminars, presentations, speeches, and other outreach and public awareness programs. Ensures all trainings meet state and federal guidelines and are reported, as necessary. Keeps abreast of training guidelines and updates, ensuring University programming is current, and presented at the appropriate level for the attendee(s). Assists residential life and other key campus partners with facility inspections. Supports major event planning such as athletic events and commencement. Assists with the annual compilation of University crime statistics.

Serves as a key member of the Safety Committee, providing expertise regarding safety programs aligned with mandated regulations set by OSHA, EPA, DEP, ACOE, ADA, MDC and other city, state and federal regulatory agencies. Oversees DMV POA and Vehicle Registrations. Maintains lock cylinder order authorization with the University's provider.

Performs other related duties as assigned.
