The Executive Director of Respiratory Care Services provides oversite to respiratory care across our care continuum and reports directly to the Sr. Vice President of Allied Health Operations.

Position Summary

Management and Clinical oversight of System-wide Respiratory Care operations, quality and clinical outcomes.

Work collaboratively with members of healthcare teams to accomplish department, hospital and system goals.

Facilitates Respiratory Care networking with ECU Health and ECUHMC systems

Responsibilities

Assumes 24-hour accountability for safe, cost-effective clinical and management activities of the Respiratory Care Department.

Assures that supervision of personnel in the performance of respiratory care and related tasks is carried out.

Ensures that the department meets standards set forth by accrediting agencies, safety, infection control, and risk management offices.

Assures that staffing is appropriate for patient workload and specific age group 24 hours a day, 7 days a week.

Establishes clear lines of responsibility and accountability within the department for addressing unexpected staff shortages, and sudden increases/decreases in patient workload.

Makes decisions regarding staffing, procedures, physician, equipment issues.
Evaluates shift compliance daily.

Facilitates timely and appropriate management intervention. Every 12 hours the supervisor/charge therapist provides a written report to Director that identifies any need for management intervention, employee recognition, or equipment issues.
Responsible for hiring staff, oversees competency-based orientation program and development plans for staff that promote personal and professional growth for providing care to all age groups in an acute care setting.

Performs traditional managerial functions as related to recruiting, screening, interviewing, selecting and hiring Registry eligible staff to perform the duties outlined in the department scope of services. Maintains confidentiality of privileged, sensitive employee information.

Works closely with the Human Resources Department in recruiting and hiring qualified candidates. Negotiates salary offers in accordance with hiring guideline salary scale.

Promotes Respiratory Care as a profession that recruits and retains employees with clinical, critical thinking skills and knowledge, physical ability, desire and work ethics to work within the organizational structure of the high technology and high touch demands of acute care.

Identifies preceptors to instruct/train new staff in hospital/department orientation.
Coordinates, delegates and performs competency-based orientation for new employees.
Appropriately evaluate, commend, support, counsel, discipline, reward employees on an individual basis.

Promotes professional growth and education by supporting Clinical Ladder opportunities. Works within budget to accommodate staff requests for outside education offers. Supports in-house educational opportunities with priority to programs directly affecting job skills/performance, i.e. ACLS, PALS, NRP. Schedules equipment in services, physician monthly lectures and patient rounds, and educational activities that address department needs. Support Education Department opportunities for staff development
Assures delivery of quality patient care by evaluating, developing and implementing strategies to safeguard patients and employees. Works with QA representative and committee to identify variations that may occur within established routine and resolves pertinent issues through development and implementation of programs to correct deficiencies and inefficiencies. Randomly audits patient records, observes employees delivering patient care for compliance with department routine policy and procedure and documentation guidelines. Makes individual recommendations as needed to improve patient care delivery and employee safety. Documents and reports issues that do not meet safe, quality care to appropriate personnel. Works closely with Infection Control, Safety, Plant Operations, Occupational Health, physicians and nursing department to establish a multidisciplinary standard of care. Delegates appropriate QA monitoring to Staff in Clinical Ladder program.

Assures that the care, maintenance, disinfection and sterilization of all ventilator equipment accessories and supplies are carried out.

Provides hospital administration with records and reports specific to department operation as outlined in the hospital organizational chart. Follows chain of command for resolution of problems
Analyzes financial activities daily and reports to Administrator monthly. Includes action taken to stay within budget. Monitors accuracy and reliability of financial data. Evaluate equipment and supply expenses that directly affect patient care and make decisions regarding purchases. Contain labor costs by making staffing adjustments. Cost account procedures for appropriate financial reimbursement. Globally recommends purchases that affect respiratory patient care delivery that is reasonable and cost-effective.
Reviews expense and revenue report monthly and reports discrepancies appropriately. Prepares department budget annually. Implements cost-containment opportunities. Works closely with ECU Health Respiratory Counsel to tap into purchase agreements that save money. Meet with sales personnel and vendors and places special order purchases. Meets with other leaders and departments and makes recommendations for purchases in regard to respiratory equipment. Reports cost accounting activities to Finance Department to establish revenue opportunities as practice and services change. Works with Finance Department to establish meaningful HBSI data. Consults with Human Resources department to assure labor costs are in line with community standards. Delegate staffing adjustments on a daily basis to the supervisor/charge person to control salary expenses.
Represents the department both internally and externally in its daily operations. Networking with hospitals/healthcare facilities and organizations (UHC). Serves on appropriate hospital committees. Serves as a resource to other subsidiaries and makes recommendations as requested. Possesses professional leadership qualities that promote the Respiratory Care profession. Maintains active status with NBRC/AARC. Maintains active NC RCP License. Promotes community health and employee health and wellness.

Stays current on the advances of clinical and managerial practice. Active in development on inpatient Care plans. Active participation in UHC - Respiratory Council. Involved in AARC/NCSRC organization in committee or officer capacity. Liaison to 3 respiratory programs/contract negotiations. Resource for referring staff for lectures through EAHEC.

Analyzes information and accurately forecasts future services and employee, equipment and supply requirements.

Provides leadership and support while fostering effective communications in meetings patient's needs. Uses historical information to make projections and current information to make decisions regarding department operations. Provides accurate information to Administrator for requests to meet department needs.
Understands organization business plan and endorses Corporate Compliance policy. Participates in the formulation, implementation and enforcement of hospital and department policies, procedures and standards. Develops department goals, which complement division and organizational goals. Keeps policy and procedure manual current. Makes realistic department goals in compliance with divisional and organizational goals. Enforces hospital wide time and attendance policy. Supports clinical research activities and shares knowledge and expertise with peers and employees through appropriate forums. Participates in and/or promotes clinical research activities. Serves as clinical resource to staff. Maintains clinical competency in Respiratory Care. Possesses effective communication skills (listening and speaking), demonstrates leadership, promotes safe, economical clinical and business practices. Conducts yearly performance appraisals of supervisory staff. Delegates duties appropriately. Responsible for review and completion of assigned department goals and objectives and efficient operation.

Minimum Requirements

College Degree (4 yrs) - or higher in Respiratory Care

College Degree plus other schooling
Allied Health (Respiratory Care concentration) or Business Administration/Health Care Management with Associate Degree in Respiratory.

N.C. Licensed Registered Respiratory Therapist

More than 4 years but less than 5 years. 4 years of progressively responsible clinical experience preferably with 2 years of entry level management
