Infrastructure Vice Presidency
Globally, one billion people live morethan 2 kilometers from all-weather roads, 685 million people lack electricity,and nearly 4 billion people lack Internet access. Access to basicinfrastructure services is critical for creating economic opportunities for thepoor. The Infrastructure Vice Presidency (INF) within the World Bank is chargedwith developing sustainable solutions to help close infrastructure gaps indeveloping and emerging economies. INF currently consists of four GlobalDepartments: Energy & Extractives; Transport; Urban, Resilience and Land,and Infrastructure Finance. It oversees the Bank's work across energy andtransport sectors, urban development, as well as efforts to promote energytransition, low-carbon transportation, livable cities, disaster riskresilience, land management, and quality infrastructure services throughpublic-private partnerships. Extractives Global Unit
The global mining sector continues toevolve rapidly in response to the energy transition and changes which includehigher (i) demand for minerals and metals needed for the energy transition andrelated higher commodities prices, which are affecting developing countries onboth the supply and demand sides; (ii) emphasis on strengthening governance andsustainability, ensuring the benefits from mining reach the poor, mitigatingenvironmental and social risks of mining, advancing the gender dimension of mining,protecting the rights of people affected by mining investments; and (iii)global drive on promoting resilient investments in strategic mineral valuechains to enhance the resilience of the supply of metals needed for therenewable and clean sources of energy to mitigate the effects of climatechange.

The Extractives Global Unit (IEEXI)falls within the Infrastructure Vice Presidency's Energy and ExtractivesDepartment (EEX) of the World Bank and focuses on mining. This global unit oftechnical experts is responsible for the design and implementation of WorldBank operations and knowledge activities in mining at both - global and countrylevels. The objective of IEEXI is to provide technical and transaction adviceand support on cutting-edge policy, analytical work, and investment lendingpreparation often resulting in financing to support developing countriestransform their natural resource wealth into sustainable, resilient, andinclusive economic development, consistent with climate mitigation goals. IEEXIstaff are based in Washington, DC or in Duty Stations outside of WashingtonDC. The work in the unit includesregular mission travel.

Duties and AccountabilitiesThis is an exciting opportunity to join a growing and dynamic team and work across a range of global infrastructure programs on high profile initiatives which are integral to achieving the World Bank's private capital facilitation agenda. The External Affairs Officer will report jointly to the Practice Manager of the IEEXI unit and ECR Manager for Infrastructure. The External Affairs Officer will oversee:

External Affairs:
Lead the development and implementation of a new Communications Strategy to advance thought leadership for the Unit and the two global programs.
Build/nurture a network of contacts with key audiences, including media, civil society, academia, client government agencies, the World Bank Group, and other international organizations, as needed.
Provide strategic advice to the team and internal clients on communications matters, leading efforts to identify/leverage opportunities for proactive, high-impact communications that help position the World Bank extractives/mining team as well as its projects and knowledge work (incl. ASA) with relevant audiences.

Coordination and Harmonization:
Work with a wide range of internal and external stakeholders, including bilateral donors, G20 and G7 members, MDBs, and other international organizations, to advance the World Bank's knowledge and global presence in mining and extractives industries sector.
Work effectively with the portfolio coordinators, M&E Officers, subject matter experts, and other colleagues and partners on identifying subject matter and materials for communications. These can highlight program results, impact stories, and the unit's overall progress. Publications should align with the development priorities of the World Bank and donors.
Work with the Knowledge and Operational Leads in the unit to maximize opportunities to promote and disseminate global products and analytical work and support capacity-building initiatives produced by the global programs. Work with operational colleagues to professionalize reports, guidelines, manuals, and other materials as needed.
Coordinate closely with ECR Infrastructure VPU and country communications teams to advance strategic communication in the infrastructure space and ensure the effective delivery of a robust work program across the globe.
Implement/leverage relevant communications tools and work processes designed for the Communications and Outreach departments in the client countries.
Work collaboratively and maintain dialogue with operational teams to ensure that communications activities always support business development.

Messaging, Products, Events and Digital Presence:
Conceptualize and supervise the preparation, editing, production, and dissemination of communications products (e.g., feature stories, news releases, op-eds, blog posts, speeches, presentations, briefing notes, online and social media content, etc.) and thought leadership pieces.
Write and/or oversee the preparation of high-profile briefs, talking points, op-eds, presentations, annual reports, newsletters, video interviews, Q&As, blogs, project briefs etc., for both internal and external use, as well as client-facing collateral and internal staff engagement content. Ensure each product meets the World Bank's quality standards.
Oversee planning, coordination, and logistics, often across multiple operational and communications teams, for conferences, webinars, executive missions and speaking engagements, public or broadcast appearances, press briefings, and other communications-related activities involving external and/or internal audiences.
Coordinate donor reporting with partnership specialists and lead the preparation of materials and presentations for the annual donors' meetings and major events.
Manage the schedule of unit events, including working with the subject matter experts to identify opportunities to advance thought leadership and outreach of the global programs. Provide support for internal and external events, including promotion, creation of presentation materials, flyers, handouts, and post-event publicity.
Manage online and social media presence by managing website content, writing/editing text for websites, and posting regular content on LinkedIn and X channels. Ensure timely management of website content and materials in line with World Bank data management policies and procedures.

Selection Criteria
Master's degree in one or several of the following education streams: communications, journalism, political science, international relations, public affairs, marketing, business/finance. In addition, minimum of 5 years of experience, in corporate communications, international relations, public affairs, public policy, or another related field.
Experience in strategic communication planning and branding, especially in a global or multicultural context.
Exceptional writing and editing skills, with experience of working with technical subject matter and an ability to produce outputs that can be understood by a general but knowledgeable audience.
Report writing and editing experience, particularly with annual reports, including familiarity with the World Bank style guidelines and the Chicago Manual of Style.
Demonstrated success in managing online and social media presence.
Experience managing newsletters, websites and data platforms.
Ability to use digital analytics to measure website, newsletter, and blog performance.
Knowledge of CMS tools would be an advantage.
Experience of graphic design and branding would be a strong advantage.
Demonstrated experience in high-level event management, including preparation of materials, pre-event promotion, and post-event knowledge sharing.
Familiarity with World Bank operations and knowledge of similar international organizations and non-profits, particularly those working in the infrastructure sector.
Demonstrated experience with trust fund communications is a plus.
Knowledge of infrastructure sectors such as digital development, energy, and mining sectors.
Experience working with donor governments, national/international bilateral partners, international organizations, development institutions, and multilateral banks on development projects/programs is an advantage.
Experience in sensitive communications and reputation management.
Excellent English language skills and proficiency to write and edit complex communications products for purposeful structure, clarity of ideas, and logical, persuasive presentation. Spanish or French language skills would be beneficial.
Demonstrated experience in working in a multicultural and multidisciplinary environment/team in a collaborative way.
Ability to think strategically and rapidly analyze and synthesize diverse information from varied sources; ability to learn, adapt, innovate, and think outside the box as new communications challenges arise.
Ability to make smart decisions: Interprets a wide range of information and pushes to move forward.
Excellent organizational skills, proven ability to perform multiple tasks independently, adjust to priorities and achieve results, and meet agreed objectives within sometimes very tight deadlines across various time zones.
