Job Duties:

The Division for Aging Services within the Department for Aging and Rehabilitative Services (DARS), in collaboration with community partners, provides and advocates for resources and services to improve the employment, quality of life, security and independence of older Virginians, Virginians with disabilities, and their families. The Division for Aging Services receives substantial funding from the Commonwealth to augment federal programs and to offer additional programs to people with disabilities and older Virginians.

We are seeking an External Auditor to provide oversight to division contractors and providers on operations, governance, and financial management through field and desk reviews and data analysis of performance measures. Incumbent will interpret regulations, policies, and guidance related to governance, operations, accounting, personnel, and financial management.

This position also helps develop and update fiscal and financial policies and procedures for the division, as well as assist providers in audit procedure requirements. The External Auditor will supervise assigned monitoring team staff.

Minimum Qualifications:

The ideal candidate will have:
  • Valid Driver's License
Knowledge/Experience:
Considerable knowledge of accounting and auditing procedures and compiling and analyzing data.
Considerable knowledge of financial records, statements, and monitoring and review schedules.
Demonstrated knowledge of Government Auditing Standards and the regulations set forth in the Uniform Guidance Document.
Considerable knowledge of financial management information systems.
Working knowledge of federal and state laws and regulations governing the area of compliance.

Skills/Abilities:
Demonstrated ability in using professional judgment to work independently and to conduct independent research.
Excellent written and verbal communication skills.
Ability to interpret and apply state and federal policies and procedures.

Ability to travel on a routine basis, 3-4 nights a month, in state.

Additional Considerations:
Training in business management, finance, accounting, public administration, or the human services field.
Some Personnel Management Experience.
Certified Public Accountant (CPA) or Certified Internal Auditor (CIA).
Extensive experience in financial and or management analysis within an organization.
Grant accounting and audit experience related to nonprofit and government accounting.
