Description
GENERAL RESPONSIBILITIES
Responsible for operations, maintenance, custodial and construction management for the school system. Serves as Facilities Department Head. Responsible for planning, directing and managing a division-wide custodial, maintenance, facilities management and new construction and renovation program. This position is designated as "Essential Personnel," which requires that employees report to their job site during emergency situations, such as snow, inclement weather, or other emergency situations. May be on call 24 hours, 7 days a week for emergency situations, including weather and other building emergencies.

Qualifications: KSA's, Education
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of maintenance, custodial, facility operations, school building design, and construction. Demonstrates a high level of management, finance and procurement skills. Ability to communicate effectively. Ability to effectively manage operating and accounting budgets in accordance with changing priorities. Strong problem analysis skills. Ability to manage vendor contracts related to school facility maintenance. Ability to confidently present technical and non-technical information in front of the School Board, County Board of Supervisors, and other large audiences. Knowledge of federal and state labor laws, OSHA regulations, DEQ regulations.
EDUCATION AND EXPERIENCE
Minimum of a bachelor's degree supplemented by extensive experience (minimum of 5 years) within building maintenance or a similar craft . A working knowledge of building trades. Requires professional-level and progressively responsible facilities experience. Valid VA Driver's License.
An equivalent combination of education and professional level experience may be accepted in lieu of level of education.
Preferred: Master's Degree; extensive experience in construction of school facilities.

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined. Physical capability to effectively use and operate office equipment. Frequent walking or climbing over uneven terrain on school and construction sites, standing, stooping with some lifting and carrying up to 50 pounds is necessary. Occasional climbing of ladders. Regular visits to school sites are required to conduct inspections. Attendance to meetings outside the normal duty hours is required.

- Manages the Maintenance Team composed of electricians, HVAC/R, plumbing and general carpentry/painting technicians.
- Directs the Maintenance Team to complete small to medium sized projects such as space additions, renovations, new lighting installations, etc.
- Communicates regular updates to the Assistant Superintendent of Business and Operations.
- Elevates emergent concerns with urgency to the Assistant Superintendent of Business and Operations so that the Senior Leadership team can be informed.
- Oversees the Custodial Team and ensures that appropriate training, resources and coaching is provided.
- Oversees the Planning Administrator of New Construction & Renovation to ensure projects remain on time and within budget.
- Visits school buildings on a routine basis to meet with principals and evaluate facilities, including investigating facility concerns.
- Evaluates maintenance and cleanliness of facilities.
- Addresses safety concerns related to the physical condition of buildings.
- Responds to facility needs brought forth by building administration.
- Prioritizes requests in order to ensure resources are allocated effectively.
- Oversees work order requests and manages such requests to completion.
- Ensures that County contracts are in place for emergency and non-emergency services related to maintaining the facilities
- Evaluates the performance of direct reports.
- Interfaces with vendors and contractors including initiation of requests for proposal and competitive bids. Monitors work progress of outside contractors to assure compliance with contract specifications and initiates payment upon satisfactory benchmarks and/or completion.
- Provides input into the development of the division's Capital Improvement Plan (CIP).
- Plans and directs all construction projects for the school division including architectural and engineering services, bidding and contract award, and construction.
- Maintains a network of internal and external industry relationships.
- Serves as liaison with federal, state and county government agencies as applicable.
- Ensures that inspections required by various agencies are completed per the required schedule, that corrective actions are completed in a timely manner, and that records are maintained.
- Oversees the Facility Use requests to ensure compliance with school board policy.
- Performs related work as required.

- Health Insurance - Hanover County Public Schools offers 3 health insurance plans through Aetna and contributes significantly toward the monthly premium. An opt-out credit is available for full-time and part-time employees who do not participate. For those who participate in the High Deductible Plan, HCPS contributes annually to a Health Savings Account and employees can choose to contribute more to that account.
- Dental Insurance - HCPS offers two plan options through Aetna.
- Vision Insurance - HCPS offers a vision plan through VSP.
- Paid Holidays - 10- month and 11-month personnel follow the School Calendar. 12-month full-time classified employees receive 13 holidays per year (9 designated days and 4 floating days).
- Vacation - 12-month employees earn 1 day of leave per month for their first four years of service, 1.25 days for 5 - 9 years of service, and 1.5 days for 10 or more years of service.
- Sick Leave - Full-time employees earn one sick leave day per month (10 - 12 depending on length of contract) with unlimited accrual. Part-time employees will earn sick leave on a prorated basis.
- Personal Leave - Full-time employees earn two days per year the first 3 years of service and 3 days per year with 3 or more years of service.
Savings & Retirement
- VRS Retirement - Employees who work more than 5.5 hours per day participate in the Virginia Retirement System (VRS). The benefit is 95% paid for by Hanover County Schools.
- VRS Hybrid Retirement Optional Contribution Plan - HCPS offers an additional plan for Hybrid employees who can choose to contribute up to an additional 4% in voluntary contributions to the defined contribution component of the Hybrid Retirement Plan each month, which is matched to a maximum of 2.5% by HCPS.
