POSITION OVERVIEW
Under broad supervision of County Administration, the Facilities Director is responsible for oversight of the County's facilities, related project management and procurement, planning and implementing programs, developing and administering department policies, managing budgets and financial activities, managing staff, daily operations, projects and research studies, and representing the Facilities department to County Administration, the Board of County Commissioners, and the public.
Essential Job Duties and Responsibilities
  • Assess County needs and develop strategic objectives for operations in coordination with County Administration, the Board of Commissioners, elected officials, and department heads. Evaluate the effectiveness of programs; determine areas to improve; enhance energy- and cost-efficiency; develop goals, objectives and time frames for implementing new programs or program alterations.
  • Provide analysis, oversight, and direction of county facilities by developing operational plans, implementing and overseeing programs, overseeing staff, establishing fiscal priorities, seeking funding, and reviewing work against defined program objectives. Review policies and procedures and update as needed.
  • Develop, negotiate, and manage vendor contracts and projects including monitoring progress to ensure timely fulfillment of agreements.
  • Manage the Facilities budget and fiscal activities to adequately fund services in an efficient manner and in compliance with Commission-approved budgets and applicable regulations. Prepare budget proposals, allocate approved budgets, monitor and approve expenditures, and obtain and administer funding.
  • Develop, administer and ensure compliance with policies and procedures, consult with staff, and research pertinent regulations. Maintain knowledge of changes in program rules and procedures and suggest changes to County policies and administrative processes to accommodate changes.
  • Oversee facilities to implement county strategic objectives through short and long-range planning for facilities, grounds, and other resources needed to support County programs and initiatives. This includes establishing standards for building systems including mechanical, fire/life safety, environmental, etc., ensuring the department maintains existing property, facilities, and other physical resources and formulating plans to update facilities or reduce operating costs. Lead facility-related energy efficiency projects.
  • Supports the County regarding safety and risk management related to County buildings and grounds.
  • Oversee Facilities-related project management functions to ensure the County effectively plans, executes, and closes projects. This includes working with the Administrator and Commission to define projects, overseeing the development of comprehensive work plans, providing oversight of project budgets, providing updates to the Commission and ensuring adherence to plans and achievement of expected outcomes.
  • Plan, direct, or coordinate Facilities procurement to provide for the acquisition of goods and services in a cost effective and legally compliant manner.
  • Manage Facilities staff to support program operations and to attract and retain talent in compliance with employment law, county policy, and collective bargaining agreements, as well as to ensure cost-effective and efficient program administration and attainment of objectives. Ensure compliance with personnel policies and resolve grievances.
  • Oversees County facilities, including but not limited to preventative maintenance programs, safety programs, heating, cooling, air ventilation, boiler maintenance, plumbing, electrical, lighting, structural, and mechanical systems, alarm systems, fire protection systems, etc. This includes maintenance at the County's Detention Center.
  • Ensure facility signage, facility ADA inspections and compliance, Safety Data Sheets, personal protective equipment, safety training, safety equipment, OSHA compliance, lockout/tag out systems, etc are maintained.
  • Ensure inventories of tools, equipment, parts, etc. are maintained to ensure the availability of maintenance resources.

Other Duties as Assigned
  • Perform a variety of other duties as assigned, which includes participating in special projects, occasionally filling in for other employees, participating in ongoing training, and a variety of other functions as needed. If the County Commission proclaims a local emergency due to an actual or threatened disaster such as an earthquake, fire, riot, flood, etc., County employees may be required to provide services during the emergency and for a subsequent period of assessment and recovery.


QUALIFICATIONS

  • Requires skill in: managing staff; working as a team member; prioritizing work; critical thinking and conflict resolution; operating a personal computer, business software, and databases; and in written and verbal communication.
  • Requires knowledge in facility maintenance functions, risk management, the ability to evaluate programs and implement new or revised procedures to implement changes in regulations and improve efficiency; to analyze problem situations and adopt an effective course of action; to plan, assign, direct and evaluate the work of staff; understand, interpret, explain and apply complex regulations, laws and directives pertaining to the operations of facilities.
  • Needs full understanding of : ADA, Building Codes, Building Automation Systems, LP Boiler Operations, Hot Water Systems, HVAC operational logic, Commercial Plumbing, Door hardware, Access Control, Fire Protection Systems and Equipment Preventative Maintenance.
  • Other areas of preferred knowledge: Commercial Kitchens, Detention Hardware, Elevators, Janitorial Specifications, Grounds Maintenance, Inventory Management, Keying/Lock Systems.
  • Strongly prefer knowledge of budgeting and fiscal management, procurement, contract monitoring and evaluation, project management, management concepts, state and federal employment regulations, management and employment practices.
  • Prefer knowledge in local government administration and operations, program development and administration, information technology and security systems.

EDUCATION & EXPERIENCE
The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to a Bachelor's Degree in Public Administration, Business Administration, Government, Computer Science, Engineering or a related field and five (5) years of experience directing and supervising maintenance activities and employees.

The medical health benefits premium is covered for full-time employees. The County contribution is pro-rated on hours paid for part-time employees. Public Employees Retirement System - Montana public employees of the state, university system, local governments and certain employees of school districts are covered by the Public Employees Retirement System (PERS). Holidays - The County observes eleven legal holidays in even numbered years and ten legal holidays in odd numbered years.

Paid Parental Leave (PPL)- In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Gallatin County provides 240 hours of PPL to eligible full-time employees. The hours are pro-rated for part-time employees.
