MINIMUM TRAINING & EXPERIENCE

The following education and experience will be accepted:

  • Bachelor's degree or higher in construction management, engineering, business or public administration or construction management and six (6) years of progressively responsible experience in facilities management including mechanical, electrical, plumbing, and HVAC systems repair and maintenance; OR

  • Associate degree in construction management, engineering, business or public administration or construction management and ten (10) years of progressively responsible experience in facilities management including mechanical, electrical, plumbing, and HVAC systems repair and maintenance; OR

  • High School Diploma, GED, or equivalent and fourteen (14) years of progressively responsible experience in facilities management including mechanical, electrical, plumbing, and HVAC systems repair and maintenance.

A minimum of three (3) years of management/supervisory experience required. A Certified Playground Safety Inspector (CPSI) is preferred. Must possess a valid Florida Driver's License and have and maintain an acceptable, safe driving record.
EMERGENCY DECLARATION STATUS

Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee's Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB

Under limited supervision, performs complex professional and administrative work coordinating and supervising operations of the parks and facilities department, including the parks and facilities operations. Work involves planning, developing, managing and implementing programs to maintain and expand parks, facility and construction services through the city. . Considerable independent judgment and initiative required in carrying out program objectives within the framework of the administration, policies, regulations, principles and practices. Employee is responsible for all operations of the department and for direct and delegated supervision of all employees of the Parks and Facilities Department. Considerable tact and courtesy are required in frequent contacts with contractors, City staff, elected officials and the public. Reports to the Parks and Facilities Director and acts in Director's capacity during his/her absence.
SPECIFIC DUTIES & RESPONSIBLITIES

ESSENTIAL JOB FUNCTIONS

Responsible for assisting the Director in all assigned duties including, but not limited to, coordinating management of the parks, facilities and construction operations, and general operations of the Department.

Assists in providing technical and project/program management to other City staff as requires. Directs and supervises department supervisory staff.

Assists in personnel matters within the Department, including hiring, discipline, training and development, performance appraisals and related activities.

Manages and supervises the operations of the parks division, facility division and construction division.

Stays abreast of current trends, conducts research and provides recommendations for the department.

Coordinates input and prepares and reviews the Department's Operations budgets to ensure consistency with city, department and division objectives.

Oversees scheduling of preventative maintenance on all building related mechanical equipment including but not limited to air conditioning units, chillers, generators, elevators, mechanical filing systems, heaters, and equipment located throughout the city.

Directs and oversees design of electrical circuits, motor control circuits, and data collection systems.
Overseeing the monitoring of heating and cooling system operations via computer; programs data collection and control routines; creates graphic and text control screens to facilitate computer operation by others; enters all information into the data collection system.

Instructs employees on effective troubleshooting methods and efficient repair techniques to minimize system down time and diminish inconvenience to those affected.

Manages testing of component parts, circuitry, machinery, equipment, and related systems for proper operation.

Manages calibration of various instruments and equipment to include flow, temperature, pressure, conductivity, recorder, process valves, sensors, and pumps, to ensure accurate readings.

Inspects buildings/equipment to identify needed repairs; directs repair and maintenance work on air conditioning, heating, and other HVAC systems, parts and equipment. Provides technical assistance to specialized technicians performing maintenance and repair to equipment.

Observes, implements, and adheres to all safety rules and regulations during operation of equipment and for personal/personnel safety.

Estimates and tracks job costs; contacts vendors to discuss product quality, view demonstrations, approve product for use, and obtain pricing information; prepares requisitions for parts, materials, and equipment; makes recommendations to committees on special projects.

Assists as contract administrator and city representative for all building related construction projects and renovations; reviews contracts and related specifications; reviews work performed and approves final payment.

Monitors budgets, reviews and analyzes fee schedules, purchases and future development needs and makes recommendations to the director.

Develops and implements financial monitoring reporting methods for the department.

Prepares written reports, memos, letters and charts, rules, ordinances, etc. to submit to the Parks and Facilities Director for review.

Assists Parks and Facilities Director with developing short- and long-range plans, assists with developing, evaluating and revising goals and objectives and develops and recommends policy and procedure changes.

Coordinates departmental training programs; maintains accreditation information.

Ensures that all required Federal, State and local requirements and standards pertaining to Parks, and Facilities are addressed.

Advises and recommends the acceptance of new systems.

Established and maintains cooperative working relationships with city officials and employees, the general public and representatives of other agencies.

Continually reviews and improves administrative processes within the department.

Manages and implements special projects as assigned.

Prepares and gives presentations as needed.

Provides direction and guidance to parks and facilities division managers and staff.

Renders technical assistance to specialized technicians performing maintenance and repair to equipment.

Acts as Parks and Facilities Director in the absence of the Parks and Facilities Director.

Serves as technical advisor for the Facilities department.

This position is General Exempt and is covered under Personnel Policies and the Administrative Code.

Health Insurance: Health care plan options include HDHP, OAPIN and OAP through Cigna.

Dental Insurance: Dental coverage is offered in three plans that include DHMO & PPO High/Low plans.

Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.

Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.

Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.

Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.

Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.

Holidays: 10 holidays and 1 birthday holiday.

Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service. Administrative leave for exempt employees - 48 hours per year.
