DEFINITION
Under general supervision, this position assesses the repair and maintenance needs of Dane County facilities. Plans, schedules and manages buildings, grounds and physical plant maintenance activities, including mechanical, electrical, plumbing, heating and cooling, custodial, painting and carpentry. Assesses and plans for all building and grounds maintenance needs. Ensures building fire and life safety systems are maintained and operating per code. Serves as a Facilities Manager for the Department of Administration, supervising maintenance, trades and custodial staff. Performs related work as required.
EXAMPLES OF DUTIES
Supervises employees engaged in the construction, maintenance and repair of Dane County facilities including effectively recommending decisions on hiring, performance evaluation, discipline, probation, grievance adjustment, overtime, assignment of work, scheduling and training. Ensures preventative maintenance work is accomplished on all machinery, equipment and major building systems on a regularly scheduled basis. Assists in budget request preparation. Assists in maintaining cost controls on maintenance work and equipment. Acts as a department accident investigation manager. Acts as a safety and training officer for departmental staff. Reviews engineering drawings and specifications for renovation and new construction projects. Coordinates building system repairs and monitors building system performance. Assists in procuring outside contractors, coordinating and inspecting their work. Inspects buildings and grounds. Prepares written reports. Performs other related duties.
Education, Experience and Special Requirements
Education, Training and Experience:
Any combination of education, training and experience equivalent to an Associate's degree/certificate, vocational training or apprenticeship in a skilled building trade or Construction Management from an accredited educational institution and four (4) years' experience in facility maintenance in a major facility (250,000 square feet or larger). At least one (1) year of supervisory or lead-worker experience.
Special Requirements:
Must have a valid driver's license, or access to reliable personal transportation, or equivalent. Must successfully pass and maintain clearance through the Wisconsin Department of Health Services and the Dane County Sheriff's Office background investigation which includes fingerprinting. Must be available to respond to after-hours building emergencies, and occasional early-morning, evening and weekend work. Also refer to the "Physical and Environmental Work Requirements" section below.

Incumbent will work in all areas of county facilities and is therefore subject to a wide variety of conditions that will change daily. Daily exposure to temperature variations or extremes, chemicals, odors, toxic agents, noise, vibrations, wetness, machinery and/or dust may cause discomfort but poses little risk of injury. Ability to see and hear within normal ranges with or without corrective devices. Ability to speak and be heard by others. Ability to stand, walk, stoop, twist, lift, bend, push, pull, reach, climb, crouch and crawl. Must be able to lift 50 pounds unassisted and up to 100 pounds with assistance.

Ability to effectively interview, train, supervise, evaluate and motivate staff. Ability to give advice, guidance, instructions and directions. Ability to monitor quality, accuracy and quality of work/team assignments and to make adjustments. Demonstrated effective, reasoning, written, oral and presentation skills; with ability to communicate effectively with members of the public, county employees and elected officials. Ability to prepare bid specifications necessary for the purchase of equipment and supplies. Ability to prepare comprehensive reports of management activities and costs. Ability to address potential adverse or negative situations. Ability to analyze administrative and technical problems and make sound policy and procedural recommendations to their solutions. Ability to formulate and initiate operating plans and procedures. Ability to interpret and understand American Disabilities Act (ADA), Occupational Safety and Health Administration (OSHA), and National Fire Protection Association (NFPA) requirements as they apply to facilities. Must be familiar with all aspects of the construction trades. Must have demonstrated leadership skills. Must be dependable and reliable with a history of good attendance and punctuality.

Telecommuting: Telecommuting allows employees to work remotely for all or part of their workweek.
