OVERVIEW
Responsible for the management and implementation of the Grays Harbor County Capital Facilities Plan. Responsible for the direct oversight of the Facility Services Division, to include the exempt and union staff; consisting of Maintenance, Custodial, Grounds, and Special Projects. Responsible for project coordination, preparation of bid documentation, status reporting, financial tracking, and schedule management of project-oriented work efforts, ensuring that project goals and objectives are met within agreed-upon time, scope, and resource requirements for projects throughout Grays Harbor County.
Essential Duties
ESSENTIAL JOB FUNCTIONS
* Oversee the facility services division and develop an annual budget with an expectation to operate within those adopted perimeters.
* Direct and / or respond to unexpected critical maintenance needs.
* Investigate, analyze, and resolve complex facility and maintenance issues, concerns, or trends.
* Assist in developing, implementing, and managing rental agreements with facility contracts.
* Oversee all aspects of maintenance and operations of buildings, parking areas, and other properties owned or occupied by and/or assigned to Grays Harbor County.
* Plans, organizes, implements, and controls capital and non-capital projects associated with local funding, and other state and federal funding sources; ensures timely use of funds and adherence to county program guidelines.
* Serves as a project manager on capital and non-capital improvement projects including providing oversight, analysis, and input through all phases of project development; coordinates preparation and compliance of project delivery schedules with consultants and project team; provides direction on a variety of technical issues to ensure successful completion of projects; investigates and resolves problems related to scope of work or cost issues; ensures projects are completed on time and within budget.
* Oversees the development of consultant requests for proposals and qualifications for professional services; evaluates proposals and recommends project award; develops and reviews contract terms and amendments; ensures contractor compliance with policies, funding guidelines, and specifications; reviews and updates deliverables; analyzes and resolves complex problems that may arise.
* Tracks project expenditures, reviews invoices for accuracy and consistency with contractual obligations, and recommends appropriate dispersals of allocated funds.
* Develops and manages project budgets for federal, state, and local funds; prepares agenda items; communicates and assists local agencies in delivery of state and federally funded projects; resolves project delivery issues between local agencies and funding agencies.
* Reviews project documents, correspondence, and permits required for project completion
* Supervise employees, contracted services, and volunteers assigned to the operation.
* Conducts or participates in the selection of new employees. Determines individual employee needs for training.
* Assigns, supervises, and evaluates work consistent with assigned job classifications that report to this position.
* Conducts and / or reviews performance evaluations to guide the development of employees and encourage professional growth, provide records of performance and ensure consistent evaluations and regular feedback throughout assigned programs, duties and responsibilities.
* Interprets and applies terms and conditions of collective bargaining agreements and personnel policies applicable to the employees supervised by this position.
* Initiates, documentation and implements disciplinary actions independently relating to verbal and written reprimands .
* Responds to grievances at level one filed by employees and provides input on other steps of grievances,.
* Works with Human Resources on recommendations regarding more serious employment actions inclusive of disciplinary actions from suspensions without pay up to terminations
* Develop and present estimates relating to repairs and improvements to facilities and/or properties owned, leased, and / operated by the County.
* Coordinate and prioritize the in-house construction efforts.
* During natural disasters / emergencies perform, supervise, and/or direct in other capacities not related to facilities and properties owned by the County.
* Project a positive, professional appearance, and attitude.
* Assist in the development of long-range future or current facility modifications.
* Implement and train safety programs and miscellaneous programs for all employees
* Oversee the projected coordination for all capital and major maintenance planning, construction, remodeling and selection.
* Participate in contract procurement in collaboration with the bidding process.
* Attend and represent department in Countywide Safety Meetings.
* Develop plans to respond to emergencies
* Evaluates employee performances and provides consistent and timely performance feedback and coaching to direct reports.

Qualifications
KNOWLEDGE, SKILLS, AND ABILITY REQUIREMENTS
* Construction and maintenance principals for interior and exterior building needs.
* Advanced principles and techniques for the maintenance of facilities and grounds.
* State laws and regulations pertaining to municipal operations, purchasing, and contractual services and basic governmental budgeting principals related to annual budgets and projects costing.
* Safety precautions and practices pertaining to maintenance and facility operations.
* Operation and maintenance of facilities and equipment including but not limited to: Office buildings, Correctional Facilities, Fairgrounds, parks, and a fleet of vehicles and equipment.
* Develop and present estimates for construction, repair, and remodeling.
* Computer operations with intermediate software skills in applications to assist with maintenance software and other software applications for Countywide facilities including HVAC systems.
* Establish and maintain effective working relationships and good public relations with other employees, agencies, contractors, property owners, and the public. ? Maintain composure under stressful situations and provide problem-solving techniques.
* Plan, delegate, supervise, direct, and coordinate the work of subordinate employees.
* Ability to interpret and apply provisions of the applicable collective bargaining agreements and personnel policies regarding employees under this position's supervision inclusive of coordinating with Human Resources.
* Identify materials, equipment, and labor needs for projects and daily operations of the division.
* Communicate effectively both orally and in writing.
* Effectively plan and organize multiple tasks and responsibilities.
* Physically perform the essential functions of this position.
* Skills in problem solving techniques and the use of independent judgement and initiative.
*Interpret and implement department policies, procedures, applicable laws, and regulations.
SUPERVISORY RESPONSIBILITY
*This position supervises bargaining unit personnel covered by labor agreements and Grays Harbor County Personnel policies. This position has supervisory authority in accordance with the personnel policy.
PHYSICAL REQUIREMENTS / WORKING CONDITIONS
*Work is performed in an office and field setting with extended periods of sitting, standing, bending, kneeling, stooping, twisting, walking, climbing stairs, and lifting (up to 40 pounds waist high) in a variety of weather conditions. Climbing ladders and scaffolds to significant heights sometimes under adverse conditions. Travel between County facilities required up to a maximum of 70 miles.
*Work alone and independently much of the time.
*May work an alternative schedule at the sole discretion of the County.
*May be called in for emergencies, and asked to work occasional nights, weekends, and holidays.
*Will be asked to work with cleaning chemicals, paints, and other solvent-based materials.
LICENSES, CERTIFICATES AND OTHER RECRUITING REQUIREMENTS
*(The County may, at its discretion, consider combinations of education, experience, certifications, and training in lieu of specifically required qualifications contained herin.)
*An AA Degree in construction, project management, or related field preferred, or combination of education and experience substantially equivalent to two years of college or technical school.
*Five years' experience in management capacity involving operations, maintenance, grounds maintenance, janitorial, office maintenance /building structures, of City or County Complexes is preferred, or five years background and actual experience in facility maintenance and associated construction trades is preferred
*Ability to pass a drug and background check.
*A valid Washington State Driver's License is required.
*Ability to obtain and maintain First Aid, CPR, and Defensive Driving certifications.

The County requires a physical examination, hearing examination, and alcohol and drug test. A criminal background check may be required. The appointment is contingent upon the results of medical testing and background check.
