GENERAL DESCRIPTION:
Wyoming Army National Guard is seeking a Facility Manager to manage and oversee the facility, roads, and grounds, and equipment maintenance programs for Camp Guernsey Department of Public Works. This position involves complex and diverse personnel and budgetary managerial work. The purpose of this position is to manage the life cycle and use of Wyoming military department/state facilities, associated infrastructure and utilities, roads and grounds, equipment and building systems (electrical, HVAC, plumbing, structural, physical security, roofing, grounds, pavement, building envelope, foundations, control systems, etc.) to ensure the most energy efficient operating practices are followed, technological advances are utilized and safety rules, regulations and codes are complied with. Manage subordinate supervisors who manage a medium to large-sized staff and are responsible for setting and controlling a very large budget.

ESSENTIAL FUNCTIONS:
  • Manage, direct, and develop personnel, to include subordinate supervisors, state, federal, and military employees, in all real property maintenance programs and processes.
  • Develop a long-range plan and vision for the facility program.
  • Manage all real property preventative maintenance and work order programs to extend the life cycle and use of physical assets, facilities, roads and grounds, associated infrastructure and utilities, and building systems to ensure the most energy efficient operating practices are followed, technological advances are utilized, and safety rules, regulations and codes are complied with.
  • Develop operation standards and policies that comply with all applicable regulations, rules, codes, guidelines, standards, and specified performance criteria.
  • Plan, develop, and administer the facility program and operational budgets. Manage all budgetary requirements for all real property and equipment maintenance, meeting all fiscal law and regulation requirements. Develop plans and cost estimates for all projects associated with real property.
  • Establish training budgets for the facility program, set internal standards for certification, and certification timelines.
  • Responsible for final decisions pertaining to personnel.
  • Responsible for final decisions pertaining to personnel.
  • Responsible for oversight of scheduled trades projects and allocation of resources.
  • Responsible for public relations for the department.
  • Responsible for oversight of services contracts and contract services.
  • Ensures that project designs integrate into existing systems.


Qualifications
PREFERENCES:
Preference will be given to candidates with experience in managing personnel and budgets within the skilled trades area.
KNOWLEDGE:
  • Ability to manage and develop personnel, to include subordinate supervisors.
  • Computer skills to include Microsoft Word, Excel spreadsheets (formulas), and system programs.
  • Extensive skilled trades experience in areas such as carpentry, plumbing, electrical, and painting.
  • Knowledge of horizontal construction and vertical construction.
  • Ability to read facility and utility blueprints and schematics.
  • Operate heavy equipment such as backhoe, loader, dump truck, skid steer, grader, telehandler, bucket truck, and forklift.
  • Ability to interpret federal and state rules and regulations.

MINIMUM QUALIFICATIONS:
Education:

Bachelor's Degree (typically in Management)

Experience:

2-4 years of progressive work experience in the management of Facilities and/or Skilled Trades with acquired knowledge at the level of a Skilled Trades Manager
Certificates, Licenses, Registrations:

May vary by agency

5-7 years of progressive work experience in the management of Facilities and/or Skilled Trades with acquired knowledge at the level of a Skilled Trades Manager

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
  • May work outside duty hours. May work in closed and cramped areas, both inside and outside, in inclement weather to include hot and cold conditions. Need to be able to lift 50 lbs.
