The Early Childhood Education and Care Department was established on July 1, 2020. The Department's aim is to create a more cohesive, equitable, and effective early childhood system in New Mexico. That means coordinating a continuum of programs from prenatal to five and ensuring that families in every corner of the state can access the services they need.

Why does the job exist?

This position supports the Family Support and Early Intervention Division (FSEI) by overseeing financial management, maintaining records, and preparing reports for the Home Visiting, Families First, and Family Infant and Toddler Bureaus within the Division. It plays a key role in ensuring program integrity while providing analysis and feedback on relevant information. Additionally, it contributes to the Department's efforts to create a streamlined system for delivering early intervention services.

How does it get done?

This role will support the FSEI Division Director in coordinating communication, including organizing meetings with FSEI Division Leadership and Staff, and providing input, ideas, and feedback to enhance overall processes and workflows within the Division and its programs. It involves collaborating with the Department to ensure tasks are completed effectively, contributing to a seamless and coherent service delivery system. The position also includes providing administrative support to Division staff as needed and designing and developing reports on behalf of the Division as requested by the FSEI Division Director or the Department's Leadership team.

This position will handle fiscal, information management, and oversight responsibilities for the Family Support & Early Intervention (FSEI) Division, managing both federal and state fund budgets. It will ensure the fiscal management and integrity of these funds to support the Family Infant Toddler Program (FIT), Home Visiting, and Families FIRST programs and services, including continuous tracking, monitoring, and reporting as required. The role will assist the FSEI Division Director in developing the annual budget forecast to prepare budget requests, allocations, and adjustments for the division. Additionally, it involves tracking and monitoring contracts and agreements, including the status of payment processing, and assisting program managers with submitting Contract Request Forms for new and amended contracts and agreements.

Ideal Candidate

The ideal candidate will have extensive experience overseeing and managing federal, state, or local funding to facilitate program implementation. A deep understanding of early childhood programs, services, and systems, along with their critical impact on young children and their families is essential. They should be proficient in developing, preparing, and delivering programmatic, fiscal, and performance reports to various stakeholders, including boards, legislators, executive leadership, and federal agencies. Strong leadership and supervisory abilities are required, along with exceptional critical thinking, problem-solving, collaboration, and delegation skills. A growth mindset and outstanding oral and written communication skills are also key attributes for success in this role.

Minimum Qualification

A Master's degree in any field of study from an accredited college or university and ten (10) years of executive level experience with a heavy strategic/functional strategy impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling sixteen (16) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include executive management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 50 lbs.
