Tidewater Inc. is currently seeking an experienced Project Manager to support our contracts with the Department of State Overseas Building Operations (OBO). The ideal candidate will have experience with federal agencies such as DoD and NAVFAC. This position is ideally a full time onsite position out of our headquarters in Maryland but will consider a remote arrangement for the right candidate.

Tidewater's Construction Division provides construction services to Federal Clients throughout the United States and has provided services in over 30 countries worldwide. We execute projects using design-build and design-bid-build delivery methods. This Division maintains IDIQ construction contracts with multiple Districts of the US Army Corps of Engineers, NAVFAC, the US Department of State Overseas Building Operations (OBO), Army, and GSA.

Tidewater has an established construction quality control (CQC) management system for construction projects to ensure installation and service is performed in compliance with design/contract documents.

Responsibilities Include:
  • Project Manager will oversee the planning, acquisition, design, construction, operations, maintenance, and disposal of U.S. governmental diplomatic and consular properties overseas, ensuring projects are completed efficiently and effectively.
  • Responsible for ensuring that construction work is professionally performed and compliant, focusing on quality assurance, financial controls, safety, security, commissioning, pre-construction, and administrative tasks.
  • Develop and manage project schedules, budgets, and timelines.
  • Ensure that the scope of work aligns with OBO and DOS requirements.
  • Coordinate with architects, engineers, contractors, and other stakeholders to define project objectives and deliverables.
  • Review and approve project designs and proposals before construction begins.
  • Oversee the selection and management of contractors, subcontractors, and vendors.
  • Negotiate contracts and ensure they meet OBO specifications.
  • Develop and manage the project's budget to ensure it stays within approved limits.
  • Track and report project expenses, including labor, materials, and equipment.
  • Ensure that all construction activities comply with local laws, regulations, and DOS guidelines.
  • Manage project-related risks, including environmental, safety, and security concerns.
  • Ensure that work is completed in adherence to OBO's quality control standards and construction specifications.
  • Oversee the permit acquisition process, ensuring all necessary permits are secured for the project.
  • Serve as the main point of contact for all project stakeholders, including OBO, DOS officials, local governments, and contractors.
  • Ensure that construction sites comply with OBO's security protocols, particularly in sensitive or high-risk environments.
  • Oversee the completion of all punch-list items and ensure that the project meets all completion criteria.
  • Ensure all documentation (as-built drawings, warranties, operating manuals) is properly handed over to the client.

Requirements:
  • +10 Years experience as a construction/project manager.
  • Experience working with design builds
  • Prior experience working overseas with DoS OBO (Overseas Building Operations) or DoD
  • Familiar with OSHA and EM-385 Safety Guidelines
  • Active USACE CQC Cert & OSHA 30 Hour is preferred
  • Willingness to travel up to 30% of time
  • TS Clearance (or ability to obtain one)
  • Well versed in project scheduling and ability to use MS Project and/or P6 scheduling software.
  • Must be able to communicate at the highest level and have good client management skills
