Office environment: When deployed, work in an open office environment subject to frequent interruptions and distractions, or in field conditions, to include Joint Field Office following a disaster.
Ability to deploy from normal duty station for extended period in the aftermath of a disaster and to work extended hours, including evenings and weekends.
Must be able to work in inclement weather, traverse uneven terrain, and standing water, and move into and around damaged structures to conduct damage assessments or move around construction or debris removal sites when conducting project audits.
Driving requirements for this position: moderate.

JOB SUMMARY: Responsible for performing all financial management activities related to FEMA projects.
ESSENTIAL FUNCTIONS:
- Manager the maintenance of accurate financial records and reporting relevant financial information to agency leadership.
- Generate and distribute financial statements and reports based on policy, claim, and financial transaction information.
- Provide oversight and support analyzing, reconciling, collecting, monitoring, disseminating, maintaining, and updating information on program finances.
- Oversee support for all financial audits.
Required Skills:
- Possess the ability to analyze financial data, prepare reports, and make data-driven decisions.
- Possess expertise in developing, justifying, and managing budgets, including tracking expenditures and addressing variances.
- Be familiar with federal financial regulations, including the Government Performance and Results Act (GPRA) and federal appropriations law.
- Possess an understanding of federal government accounting principles and standards, such as the Statements of Federal Financial Accounting Standards (SFFAS).
- Possess the capability to develop strategic financial plans that align with agency goals and objectives.
- Demonstrate strong leadership skills to guide financial teams, set goals, and motivate team members.
- Demonstrate excellent communication skills for preparing budget justifications, financial reports, and interacting with stakeholders.
- Understand Risk Management, with the ability to identify, assess, and mitigate financial risks.
- Possess strong problem-solving skills to address financial challenges and find effective solutions.
Position Requirements
- A bachelor's degree.
- Must be able to successfully complete a background check including criminal and motor-vehicle reports.
- A minimum of three (3) to five (5) years of experience in the FEMA Public Assistance Program.
- A strong policy background in the FEMA Public Asssistance Program, including a comprehensive understanding of Title 2 of the Code of Federal Regulations (CFR) Section 200, and post-obligation grant management activities and compliance requirements.
- A consistently held reputation in the disaster recovery management field with a proven track record of delivering on complex projects and managing risk.
- Strong verbal communication skills, including the ability to present verbally to high level stakeholders with extreme patience and composure.
- Outstanding written communication skills, including the ability to create nuanced/policy complex recommendation documents, defensible FEMA policy guidance.
- High proficiency in Microsoft Excel and other Microsoft Office products.
- Experience managing the financial aspects for projects of various sizes, including developing federal grants, project plans, and creating and managing project budgets.
