The Ark-Tex Council of Governments proudly serves Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River, and Titus Counties in Texas as well as Miller County in Arkansas. Our mission is to improve the quality of life for all citizens of the region by providing resources, programs and services, along with coordinating funding.
The Ark-Tex Council of Governments (ATCOG) is now accepting applications for Finance Director, Announcement #3442. This position is located in Texarkana, Texas. The Finance Director directs, administers, manages and evaluates ATCOG's financial operations in compliance with local, state and federal regulations; supervises Finance staff, and develops and implements Finance and agency budget.
EDUCATION/TRAINING:
Master's degree in accounting, finance or a related field preferred, plus two years of experience in governmental accounting preferred; OR a Bachelor's degree in accounting, finance or a related field required, plus four years of governmental accounting experience preferred. Experience supervising employees a plus. Experience in grant management a plus. Experience in public procurement a plus.
KNOWLEDGE, SKILLS AND ABILITY:
Knowledge of generally accepted accounting principles; budget development processes and procedures; local, state and federal regulations applicable to grants administration; and local government structure required. Knowledge of personnel management, governmental accounting practices and procedures, and intergovernmental relations preferred.
Skills/Abilities to establish and maintain complete and accurate records; apply generally accepted accounting principles and audit procedures; oversee and administer contracts efficiently and effectively; and successfully supervise and motivate employees required. Must establish and maintain effective working relationships with representatives of local, state and federal agencies; local organizations; external auditors; other employees and the general public. Must possess excellent oral and written communication skills. Must demonstrate proficiency in the use of a PC in a Windows environment, including Microsoft Excel and other proprietary financial management and accounting programs. Ability to see, hear, reach, stoop, bend, and lift and carry up to 30 pounds required. Must possess ability to perform all essential job functions with or without reasonable accommodation.
Additional Requirement: Must possess a valid motor vehicle operator's license subject to an approved motor vehicle report and reliable transportation with valid proof of insurance for extensive travel.
