The Finance Manager position is a dedicated position on the customer site supporting a government working capital fund life support/facilities operation and maintenance contract. The position provides important financial management, analysis, and reporting services to the Program Manager, Customer (CO, COTR, Finance Manager), and internal Fluor functions (Finance, Project Control, Supply Chain Management, Contracts, Billing, HR). Successful candidates will have detailed experience in finance, accounting, or project controls within government contracting or the government. A proactive collaborative approach, strong analysis skills, and great communications skills are essential.
The position supports the entire project life cycle including estimating, pricing, budgeting, analysis, forecasting, reporting, invoicing, and payment across multiple contract types (CPAF, FFP, LOE, CR). Experience and understanding with multiple government contract types is necessary. Duties and deliverables completed include both customer facing and company facing requirements. As such, relevant experience in financial analysis and government contract accounting (FAR, CAS) are required. The internal and external customers significantly rely on the financial analysis and reporting provided; therefore, accuracy and timeliness of information and compliance with policies and procedures is critical.
Duties and deliverable include:
Development, analysis, and submission of client specific standard reporting
Review of client invoices for accuracy and compliance with contractual terms
Labor hour tracking and reporting including overtime (OT) reporting
Development, analysis, and submission of internal management reporting
Development, analysis, and submission of company and customer accruals
Active participation in the monthly financial close process
Vendor purchase order and open commitment tracking, invoice reconciliation, and reporting
Purchasing Cards reconciliation approval
Other Direct Cost (ODC) management, analysis, and reporting
Work authorization development and management
Project code/charge number development and maintenance
Basis of Estimate (BOE), pricing, Engineering Change Proposal (ECP) and Request for Equitable Adjustment (REA) development, review, and submission
Project forecast/Estimate at Complete (EAC) development, management, analysis, and reporting
Support Project Management and Project Controls in ensuring reasonableness of forecasts
Cost transition burdening, forecasting, and reporting
Ad hoc company and customer financial analysis
Additional duties as assigned
Primary cost accounting system used is Costpoint. Primary deliverables are completed in Excel.

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and five (5) years of work-related experience or a combination of education and directly related experience equal to nine (9) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner

Active TS/SCI with Poly Clearance Required
A degree in Finance, Business, or Accounting from an accredited university
Minimum of five (5) years' experience working on government programs, preferably USG sponsor programs of similar size, scope and complexity
Demonstrated experience working on programs utilizing foreign currency
Demonstrated analytical skills and programmatic planning for budgeting and contract management oversight
Demonstrated ability to meet short timelines
