The City of Portland Bureau of Environmental Services (BES) is seeking a Financial Analyst III to join the Financial Services Division of the Business Services Group. Financial Planning, within the bureau's Financial Services Division, is responsible for ensuring the financial success of a large and complex municipal sewer and stormwater utility bureau with an annual budget of over $1.6 billion and with debt outstanding of $1.4 billion. Financial Planning provides budget development, financial/economic analysis, forecasting, debt management, sewer and stormwater rate and fees development (in excess of $450 million annually), policy analysis and recommendations, and wholesale service contract development and administration.

The Financial Analyst III will independently perform critical high-level financial analysis and leverage knowledge of long-term financial forecast models to inform shorter-term comprehensive five-year financial plans and bond sale documents.
This position will advance the bureau's objectives of dismantling historic and systemic racism and incorporating equity into all aspects of decision-making, policy setting, and community impact within the position's scope of responsibility.

This position will work closely with the Financial Planning Manager to evaluate, monitor, and calibrate the financial trajectory of a large sewer and stormwater utility. The position will have interactions with leadership and oversight bodies and will provide regular reporting on the financial condition of the organization.

What you'll get to do:

  • Independently maintain, develop, and update the long-range (25+ year) financial forecast model to provide projections for preparing major financial documents and analyzing funding/spending plans
  • Ensure compliance with bond covenants and financial policies
  • Maintain, develop, and update detailed current-year expenditure and revenue forecasting to monitor compliance with budget law and bond coverage requirements
  • Conduct simulations and sensitivity analysis for financial and rate impacts
  • Provide lead work direction, training, and assistance to other financial, accounting and bureau staff
  • Manage and update wholesale sewer contracts with other jurisdictions
  • Analyze and determine amounts and timing of revenue bond issuance and prepare bureau information for primary and secondary market disclosure documents
  • Develop audit schedules for inclusion in year-end financial reporting

To Qualify
Applicants should specifically address and demonstrate in their cover letter and resume how their education, training, and/or experience meet each of the following minimum qualifications:

  • Knowledge and experience with the principles, practices, and methods of long-term financial forecasting and modeling of a large and complex organization.
  • Knowledge and experience extracting detailed financial information from accounting and financial reporting systems, assemble financial data, and prepare clear, concise, and comprehensive technical documents, reports, illustrations, and other written materials.
  • Ability to understand complex financial documents including revenue bond declarations and financial policies.
  • Experience gathering and using data to reveal and describe differences of impact from financial policy decisions on specific community segments; especially those segments related to socio-economic differences and marginalized communities.
  • Ability to present ideas clearly, logically, and persuasively in a non-technical manner to diverse audiences.
  • Ability to use the principles and practices of public administration, including budget monitoring and development, procurement and contract management, and maintenance of public records.

  • Additional Requirements
    A bachelor's degree in Business Administration, Finance, Economics, or a related field and five years of financial experience, or equivalent work experience is preferred. Any combination of education and experience that is equivalent to the minimum qualifications is acceptable.
