Job Description
This position collaborates with internal teams and stakeholders to determine the primary needs, goals, and workflows of the various systems, including financial systems, within Development Services, and makes recommendations for enhancements via the use of technology, workflows, policies, and procedures. Assists the department and its divisions in the preparation of financial reporting and the assessment of business operations by gathering, extracting, reviewing, verifying, analyzing, comparing, and consolidating a variety of narrative and statistical data sources for accuracy and consistency. Uses strong analytical and critical thinking skills to ensure that business operational needs, data, and reporting requirements are reflected in system processes. Prepares reports, imports, and exports data files from the system for ad-hoc reporting and creates a variety of other materials including training documentation and department procedures.
Work is performed under the general supervision of the Director of Development Services or designee with latitude for the use of independent judgment and the selection of work methods and procedures and in the application of professional techniques.

BENEFITS SUMMARY
Full-Time Non-Bargaining Employees
ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours.

SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows:

RETIREMENT PLANS: The two pension/retirement options are listed below:
HOLIDAYS: 15 per year: 12 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays.
FUNERAL LEAVE: Up to 3 workdays - In State; Up to 5 workdays - Out of State
TUITION REIMBURSEMENT: Full-time employees are eligible for tuition reimbursement as outlined in the City's Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.
MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year.
EAP: Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP). Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.

Essential Functions
- Monitors administrative and statistical data pertaining to the operations of the Department of Development Services and its divisions and analyzes and compares reports and data for accuracy and consistency.
- Analyzes processes and makes recommendations for enhancements via the use of technology, workflows, policies, and procedures, including to facilitate accurate financial and operational reporting.
- Facilitates enhancements through communication plans, training, and standard operating policies and procedures employed in conjunction with department and division managers.
- Develops reports and plans to evaluate services, support maintaining positive outcomes, and/or address gaps in services in a manner that ensures collaboration across the department, its divisions and in support of the City's strategic plan.
- Works with department staff in coordination with Financial Services in the preparation of required financial reporting.
- Compiles special reports or summaries affecting the preparation of the Department' budget and assists in the preparation of the City's annual budget document by providing required data and documentation.
- Works closely with the department and its divisions to create electronic forms and workflow solutions for improved efficiencies for divisions in the department.
- Gathers and analyzes data from the Department software systems, including finding patterns and trends in the analyzed data, that assist in making operational decisions.
- Works with department staff in coordination with Information Technology to evaluate, implement, and plan for new systems, upgrades, and technology as necessary.
- Acts a liaison or as a part of a liaison team between the department and Information Technology functioning as a subject matter expert and assisting Information Technology with department software-related projects.
- Collects, analyzes, and reports on various statistics and demographics via system generated or developed ad-hoc reports from both internal and external data sources.
- Assists with data integration between various systems, providing for department data as needed for reporting, operational, and /or programmatic needs.
- May assist in the set up and implementation of various related software application programs, including updating and maintaining various databases, evaluating system performance, identifying maintenance requirements, and recommending system changes when indicated.
- Participates in team coordination with IT for seamless software upgrades with third party vendors and may assist in testing and verification of the upgrades; and provides assessment of future departmental software needs as part of departmental team in coordination with the IT and Finance Departments.
- Prepares various forms, reports, correspondence, flow charts, diagrams, agendas, or other documents.
- Assists in the development of documents and procedures for the operational use and training of department technology to improve data accuracy.
- Performs maintenance of the department's internet and intranet websites by updating website content.
- Creates training materials and conducts formal and informal training classes or on-demand as needed for department users to improve efficiency, data accuracy and assist users with systems, applications, and processes.
- Confers with department heads and/or division heads to obtain additional information when required.

- An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period.
- An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution.
- The two (2) options will be fully explained prior to an irrevocable selection.
