Summary:

We are seeking a talented and motivated Financial Program Manager to create, lead, track, and manage detailed project plans and associated financial data across multiple project sites. This role will be responsible for site-specific funding management, developing financial projections, tracking budgets, and drafting supporting documentation for internal and client-facing reporting. The ideal candidate will possess strong project management and financial acumen, experience supporting complex federal or commercial projects, and the ability to bridge the gap between technical execution and financial accountability.

Qualifications:

  • Active TS/SCI clearance required
  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field; a Master's degree is preferred.
  • Relevant certifications such as Program Management Professional (PMP), Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM), and/or Certified Public Accountant (CPA), or equivalent financial certifications are preferred.
  • 5+ years of related work experience in project and financial management, with strong expertise in budget tracking, cost control, forecasting, and stakeholder coordination.
  • Hands-on experience with Unanet GovCon for timekeeping, budgeting, forecasting, and project accounting.
  • Demonstrated experience in delivering high-quality products and presentations tailored to customer requirements, including program documentation and status reports.
  • Experience managing or supporting federal government, DoD, or large-scale corporate programs is preferred.
  • Proficient in Microsoft Excel, including pivot tables, advanced formulas, and data lookups; familiarity with ERP systems like Unanet, Deltek, or equivalent tools.
  • Knowledge of government cost components: labor, travel, ODCs, and contracting structures including CLINs, SLINs, LOEs.
  • Skilled in synthesizing large sets of financial and project data into clear, actionable insights and reports.
  • Strong written and verbal communication skills with the ability to translate financial and project data for diverse audiences, including leadership and customers.
  • Proven ability to manage concurrent tasks and deadlines in a fast-paced, high-impact environment.
  • Familiarity with project management methodologies (Agile, Waterfall, PMBOK), and experience working in collaborative, cross-functional teams.

Responsibilities:

  • Conduct Create and manage project management plans, schedules, and deliverables to guide execution and ensure alignment with customer requirements and organizational goals.
  • Lead the creation and delivery of customer-facing products, including program dashboards, briefing materials, contract deliverables, and project documentation that reflect technical and financial status updates.
  • Utilize tools such as Microsoft Project, Jira, SharePoint, Unanet, Excel, and Power BI to manage deliverables, track progress, and visualize data for stakeholders.
  • Develop and maintain detailed financial tracking for each project site, including funding allocation, burn rates, and forecast needs to ensure proactive budget management.
  • Prepare and update budget tracking reports, spend plans, dashboards, and financial status updates across the program lifecycle.
  • Analyze funding trends and provide accurate projections, ensuring alignment with program schedules and resource plans.
  • Support the project manager and serve as a financial liaison to program managers, clients, and leadership-communicating financial status, addressing concerns, and recommending corrective actions as needed.
  • Support the development and submission of financial documentation, including funding memos, budget justifications, and cost estimates.
  • Collaborate with contracts, procurement, and operations teams to ensure accurate financial representation of commitments and expenditures.
  • Track funding ceilings, CLIN/SLIN balances, and coordinate with contract administrators to request funding modifications when required.
  • Assist in invoice review and validation processes to ensure accuracy and compliance with contractual and financial guidelines.
  • Contribute to financial risk assessments and recommend mitigation strategies to ensure program stability.
  • Lead the preparation of financial materials for briefings, audits, and program reviews.
  • Present integrated project management and financial information to the government PMO on a monthly basis, ensuring transparency and alignment with performance goals.
