Job Description:
This is administrative work providing benefits, payroll, cash processing, and other administrative and financial services to Senators and staff. Work includes assisting customers with guidance and advice regarding the payroll, benefits, and financial procedures of the Senate. Work is bound by Title 2 of the U.S. Code; generally accepted accounting principles; Secretary of the Senate policies and procedures; the U.S. Senate Handbook; the Senate Ethics Manual; and Senate Disbursing Office procedures, practices, and guidelines, but requires independent judgment in setting priorities in handling assignments.

MINIMUM QUALIFICATIONS:

This is a careerladder position in the Senate Disbursing Office's Front Office. The individualselected for the career ladder position will be placed into the Office of the Secretaryof the Senate pay band 6 as a Financial Services Administrator I for a period of approximately 24 to 36 months, duringwhich time he/she will be on a training plan and will be provided opportunitiesfor development and increased responsibility. Upon successful completion of thedevelopment and performance goals, the incumbent will be considered forpromotion to the position of Financial Services Administrator II and apromotional increase into pay band 7.

PHASE I - FINANCIALSERVICES ADMINISTRATOR I - Office of the Secretary of the Senate pay band 6

NATURE OF WORK

This isadministrative work providing benefits, payroll, cash processing, and otheradministrative and financial services to Senators and staff. Work includesassisting customers with guidance and advice regarding the payroll, benefits,and financial procedures of the Senate. Work is bound by Title 2 of the U.S. Code; generallyaccepted accounting principles; Secretary of the Senate policies and procedures;the U.S. Senate Handbook; the Senate Ethics Manual; and SenateDisbursing Office procedures, practices, and guidelines, but requiresindependent judgment in setting priorities in handling assignments.

ESSENTIALFUNCTIONS

In-process all newSenate staff; provide detailed information and explanations regarding pay andvarious retirement programs, life and health insurance benefits, Thrift SavingsPlan (TSP), Flexible Spending Accounts (FSAs), andthe process of making changes to elected benefits; review all Senate appointmentsfor accuracy and resolve discrepancies with administrative directors; and determineemployment eligibility of non-citizens.

Counsel separatingemployees about their rights to continued benefits, the procedure and impact ofrequesting refunds of retirement contributions, TSP options, andunemployment compensation application procedures.

Assistadministrative directors with calculations of pay; and disburse and reconcilepayments associated with continuance of pay.

Explainfundamental principles, practices, and procedures for conducting officialadministrative and financial business with the Senate Disbursing Office;control the release of personal information about Senators to authorizedindividuals; and ensure protection of private personnel, payroll, and voucherdata.

Assist Senators, administrativedirectors, and staff with income tax withholding inquiries; explain possibleTSP ramifications; perform calculations and provide estimates for variouswithholding scenarios; and advise administrative directors on procedures forrequesting salary adjustments and handling payments of shared employees.

Provide notaryservice; maintain cash drawer; process statutory cash advances and repayments;reconcile and secure money in the vault; and make currency requests and businesstransactions with banks.

Assist in providingcoverage for the Disbursing's Executive Office; answer and direct calls asneeded.

Review and confirmbar exam applications, employment verifications, and OPM requests.

Process PersonalTranscripts of Service requests.

Assist inmonitoring the Front Office email account and phone line.

Assist in the Annual Open Season; provide the FrontOffice with necessary material; update the Front Office digital display; assistwith family member verification.

Receive andprocess forms and documents for various Senate Disbursing Office departments;and ensure documents comply with applicable statutes, rules, and regulations.

Maintain currentknowledge of the Senate Disbursing Office's Emergency Action Plan (EAP) andContinuity of Operations (COOP) plan; participate in periodic exercises anddrills.

As part of the Secretary's customer serviceinitiative (known as R.A.T.E.), provide all customers with the highest level ofcustomer service.

PHYSICALDEMANDS AND WORKING ENVIRONMENT

Work is performedin an office environment with exposure to everyday risks and discomforts, andrequires the use of normal safety precautions. Work is essentially sedentary,but may require extended periods of prolonged standing and moving around whileassisting customers. Work requires frequent walking, standing, bending, andcarrying items up to 25 pounds, as well as regular use of typical officeequipment, software programs, and methods of communication such as a computer,email, telephone, and photocopier.

Regular,predictable, and punctual attendance is required for performance of duties.Work also requires physical presence in the office, except as otherwiserequired by the Office of the Secretary.

MINIMUMQUALIFICATIONS

Work requires ahigh school diploma or GED (bachelor's degree in business administration,accounting, finance, or related field preferred), one to three years ofbenefits/personnel experience, and the following knowledge, skills, andabilities:

Knowledge of thelaws, regulations, and procedures regarding federal retirement programs, grouplife insurance, health benefits, TSP, and FSAs.

Knowledge ofSenate financial management operations, methods, precedents and procedures, andpayroll regulations.

Basic knowledge ofthe Senate as an institution preferred, with a desire and willingness to learnmore about the legislative process, as well as the history and operation of theSenate.

Knowledge ofapplicable computer databases and systems.

Ability to performmath calculations.

Ability to resolveand handle confidential, difficult, or sensitive matters or materials.

Ability to usecomputers and relevant computer software programs.

Ability to workwith numbers and verify and substantiate accounting data.

Provide highlevels of support to the Payroll, Benefits, and Healthcare sections. Workincludes assisting customers with guidance and advice regarding the payroll,benefits, and financial procedures of the Senate. Work is bound by Title 2 ofthe U.S. Code; generally accepted accounting principles; Secretary ofthe Senate policies and procedures; the U.S.Senate Handbook; the Senate EthicsManual; and Senate Disbursing Office procedures, practices, and guidelines,but requires independent judgment in setting priorities in handlingassignments.

ESSENTIALFUNCTIONS

Assist in monitoring Payroll and Student Loan RepaymentProgram (SLP) email accounts; respond to inquiries in a timely fashion; savesubmitted forms to applicable location.

Process Designations of Beneficiary forms; reviewforms for completeness and accuracy; submit completed forms to our Benefitsdepartment.

Demonstrate ability to train junior staff.

Demonstrate ability to act as section or officerepresentative at agency-level meeting or conferences; demonstrate ability toadvise staff and interact with financial institutions, as necessary.

Demonstrate sound judgment in response to all incominginquiries and requests.

Demonstrate the ability to open and secure the FrontOffice workstations independently.

Review HealthBenefits Election Forms (SF-2809) for completeness. Assign applicable effectivedate.
