POSITION DESCRIPTION: Directs, plans, organizes, coordinates, and supervises the activities of the Financial Services staff. Oversees the processing of invoices for payment for goods and services acquired by a variety of procurement methods and authorized by law. Monitors the reimbursement of allowable travel expenditures in connection with official state business. Monitors the Consultant Invoice Transmittal System (CITS) as it pertains to payment of invoices and approval of contract documents. Monitors processing of automated invoice transactions in the Purchasing Card Module and the MyFloridaMarketplace system. Incumbent of this position has the authority to make a single purchase exceeding the category 2 threshold of $35,000 in accordance with 287.017, Florida Statutes. Incumbent has financial disclosure responsibility in accordance with Section 112.3145, Florida Statutes.
Oversees the preparation of the Legislative Budget Requests (LBRs) and the allocation of the District's budget to the different cost centers. Coordinates with the District Work Program Office to ensure budget amendments and allotment transfers are properly completed. Monitors and reviews operating budget and provides appropriate financial information for management decisions. Acts as a liaison on budget-related issues with the Budget, Work Program, Human Resources and Comptroller Offices.
Supervises and coordinates the processing of payroll transactions, such as terminations, warrant cancellations, salary certification, on demand, leave adjustments and other adjustments. Reviews Payroll Exception Reports and processes corrections as required. Activities include, but are not limited to, monitoring, and taking appropriate action on all available payroll reports (i.e., over/under report, missing timesheet report, leave without pay report, etc.). Determines and takes the necessary corrective actions. Processes timesheets and leave corrections, retroactive pay adjustments and the collection of overpayments. Communicates payroll issues and resolves payroll problems with Central Office and the Bureau of State Payrolls.
Supervises employees maintaining inventory records for property items as defined in Section 216.11, Florida Statutes and buildings owned and managed by the Department. Assigns print bar code decals upon receipt of completed Property Management Report. Updates Property Master files in the Florida Accounting Information Resource (FLAIR) system for property received, transferred, or disposed of by all cost centers. Monitors and updates the Property Pending file. Coordinates the District's annual fiscal Inventory. Uploads scanned inventory to the mainframe. Reviews and takes appropriate action for all items appearing in the Inventory Exception Reports. Compiles and reviews the final inventory documentation package and maintains adequate documentation on file.
Consults with and advises District management on relevant financial matters. Informs the District on potential impacts of new issues and/or changes in policy. Develops and provides requested information and reports for District management.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of current and higher-level accounting procedures and practices. Knowledge of the administration of payroll, contracts, and invoices. Knowledge of the legislative budget process. Skilled in budget management. Skilled in managing diverse assignments simultaneously, tracking the status of assignments and meeting deadlines. Ability to communicate effectively orally and in writing. Ability to analyze and interpret accounting data, applicable rules, regulations, policies, and procedures. Ability to deal with internal and external customers in a prompt, professional and courteous manner. Ability to plan, organize and coordinate work assignments. Ability to analyze transactions and reconcile accounting records. Ability to supervise people effectively, determine work priorities and assign tasks.
