This position provides leadership and direction of procurement, accounts payable, accounts receivable and policy compliance activities for the department's General Fund, federal and state grants, capital purchases, gift, and special revenue funds.

This position work under the supervision of the finance manager.

Note: Selected applicant may be eligible for telework up to two days per week after successful completion of a 1-year probationary period. The salary offered for this position may not exceed the midpoint of $113,758.11.
Illustrative Duties

Prepares or oversees the preparation of large, complex agency budget;
Oversees a group of financial staff performing complex work;
Assists the Fiscal Manager with development and annual compilation of the annual, quarterly, and carryover budgets;
Directs all budgeting, purchasing, and payment activities for a specialized area of grants management, accounts payable/accounts receivable, or financial operation;
Assists in the development and implementation of fiscal management and accounting procedures for the agency;
Maintains financial policies and procedures and has direct oversight of audits;
Coordinates and oversees audit processes;
Ensures compliance with all applicable Federal, State and County regulations and procedures.
Required Knowledge Skills and Abilities

Extensive knowledge of the principles, methods, and practices of governmental budgeting and financial management;
Thorough knowledge of intergovernmental financial management, grant management and contract management;

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, four years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and a credit check to the satisfaction of the employer.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

Additional Work Schedule Requirements: Flexible work schedule dependent on department needs. May work overtime/comp time as approved by supervisor to meet the operations needs during peak financial periods throughout the year.

PREFERRED QUALIFICATIONS:
  • Five or more years of experience supervising both individual contributors and supervisory staff in a financial setting.
  • Seven or more years of experience in a position with responsibility for planning and overseeing execution of accounts receivable, accounts payable, procurement, and general accounting activities in a local government setting.
  • Experience working with Enterprise Resource Planning information systems with integrated budget, accounts payable, accounts receivable and procurement functions.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer and use of touchscreen. All duties performed with or without reasonable accommodations.
