The City of Winters is seeking a Fire Engineer. Winters is a wonderful place to work with staff and volunteers who care about the community and work together as a team. The Fire Engineer will perform advanced firefighting and rescue activities and operate and oversee maintenance of the entire range of Fire Department vehicles, apparatus, equipment & facilities. The City of Winters participates in OES Strike Teams.

Winters is a small historic community of 7,600 people located in the southwestern portion of agriculturally rich Yolo County. Nestled at the foot of the beautiful Vaca Hills and Lake Berryessa, the town is located on Interstate 505 and State Route 128 just 9 miles north of Vacaville, and 12 miles west of Davis. Winters lies in the heart of outstanding fishing, hunting and hiking opportunities. The City has an excellent K-12 school system, is within 5 miles of the Solano College Extended Campus and only 10 miles from the University of California at Davis.

Medical Insurance - for medical, dental, and vision. The 2025 maximum contribution is $2,643 per month, determined by the coverage level in which the employee enrolls.

Longevity Pay - after 5 years one-half (1/2) months base wage during the sixth (6th) year and every year of service thereafter.
Holiday Pay - 6% of base salary
Education Incentive Pay - up to 10%
Life Insurance - City-paid life insurance of $50,000 for employees only.
Tuition Reimbursement - up to $1,000 per semester toward a continuing college education relevant to the job being performed.

Typical Duties & Responsibilities
- Responds to fires, emergency rescue, first aid, fire alarms, natural and manmade disasters, and public assist service calls.
- Operates pumps, and all apparatus to effectively suppress fires, determining the best location for apparatus; connects and lays hose lines and determines the correct operating pressures and water flows. This person may take charge and lead the work of an apparatus and its crew.
- Assists in holding nozzles to direct streams of water, carries and operates various fire extinguishers and other firefighting appliances.
- Raises, lowers, and climbs various ladders; makes forcible entry into buildings, when necessary, ventilates buildings and searches for victims.
- Assists with the overhaul. Salvage, and clean-up operations at any incident.
- Makes every reasonable effort to continually improve the way the job is performed and to deliver the highest quality of service to the public.
- May supervise subordinate personnel in the absence of the Fire Captain.
- Assist management in maintaining and improving the operations of the Department.
- Issue correction notices for fire prevention violations.
- Serve as Acting Fire Captain when qualified.
- Participate in the after-hours assistance as directed.
- Attend special training sessions and schooling as directed.
- Perform related duties as assigned.
Qualifications
- Modern firefighting and rescue principles, techniques, and procedures, including the operation and maintenance of various types of fire apparatus and equipment.
- Rules, regulations and operational procedures of the Winters Fire Department.
- Emergency medical technician skills including basic life support CPR, defibrillation, and blood borne pathogens.
- Mechanical, chemical and related characteristics of a wide variety of hazardous materials.
- Building construction; fire codes; hazardous material safety procedures; natural gas and electrical shut off procedures.
- Local geography, types of building construction, major fire hazards, water supply, fire and building laws and regulations as they related to the City of Winters.
- OSHA, NFPA, SB 198 and Health and Safety Codes that pertain to fire department services and employees.
- Fire training principles, methods and practices.
- Trains and instructs career and volunteer personnel in proper methods and use of equipment.
- The operation and maintenance of firefighting apparatus and related equipment
- Ground hydraulics and principles of fire streams and modern fire prevention techniques.
- Skill to:
- Understand and act in accordance with department policies and rules; to demonstrate a high degree of mechanical aptitude as required in the operation and maintenance of firefighting and rescue equipment
- Drive fire and rescue vehicles with care and safety in accordance with traffic laws and ordinances.

- EDUCATION AND EXPERIENCE - Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: High school diploma or equivalent. An Associate's degree or higher from an accredited college or university is highly desirable.
LICENSE OR CERTIFICATE
Possession of a valid California Class C Driver License with Firefighter "F" Endorsement, or higher class license is required. A satisfactory driving record is a condition of initial and continued employment.
Possession of a current, valid appropriate EMT certification.
- Completion of California Fire Training & Education System, Firefighter 1 or completion within 12 months if a Winters Volunteer Firefighter for two years
- Completion of California Fire Training & Education System, Driver/Operator 1A & 1B
- Completion of ICS 100/200
- Completion of a CPAT or passing of the Winters Firefighter candidate physical agility test
- Experience:
Two years full-time paid experience in firefighting or two years as a Winters Volunteer/Reserve. Experience as a Fire Engineer or Acting Fire Engineer is desirable.

- Work in an emergency firefighting environment; work in intense life-threatening conditions; exposure to fire, smoke, bodily fluids, and noise; running, walking, crawling, climbing, stooping and lifting; work in inclement weather conditions.
- SELECTION PROCESS
