We're looking for a Fiscal Reviewer (Management Analyst 5) to join our in the Financial and Business Services Division to provide senior-level professional analysis to management, staff and customers regarding internal controls around funds spent by the Foster Care Program. Additionally, this position will bring expertise in accounting and auditing to support the Fiscal Integrity Unit. The Opportunity:
As the Fiscal Reviewer, you will ensure state and federal funds comply with both federal regulations and state requirements. Additionally, you will establish, document and execute processes, policies and procedures that are efficient and effective in reviewing payments made by the Department. The Management Analyst 5 (MA5) manages multiple complex fiscal reviews simultaneously, analyzes, interprets, and provides guidance to DCYF staff on payments made by the Department related to the foster care system, and ensures costs are allowable, appropriate and properly allocated to funding sources while maintaining compliance with applicable laws, regulations, and contract requirements.

Some of what you will do:
  • Plan a range of provider payment report reviews.
  • Review s the applicable rules and regulations of the Foster Care program to ensure provider payment requests are in compliance with applicable state and/or federal grant requirements.
  • Prepare initial checklists and informational material on the payment review process.
  • Participate in risk assessments of providers to determine the necessary review level.
  • Manage relationships with internal and external stakeholders throughout the review lifecycle.
  • Manage payment review data and information requests between DCYF and reviewed entities.
  • Plan and perform payment reviews consistent with the department's review plan and procedures.
  • Provide a consistent payment review process over providers to ensure separation of duties and independent oversight.
  • Execute review tests on invoicing material provided by providers to ensure appropriate use of state funds and provide an evidentiary basis for findings.
  • Prepare analysis to support recommended changes to internal control processes as a standard part of remediation or process improvement activities.
  • Work with program staff to ensure follow up occurs on corrective action plans, findings are resolved, overpayments are returned timely, and when necessary, proper sanctions are put into place.
  • Complete payment review final reports in a timely manner.
  • Conduct surveys of providers to determine effectiveness of reviews and areas for improvement.
  • Perform consultative work involving changes to department processes.
  • Provide guidance regarding applications and system development projects.
  • Meet with SAO officials and facilitates a walkthrough of the review process.
  • Provide any documentation SAO may request regarding the review process. Documentation may include but is not limited to: desk manuals, monthly reports, tracking spreadsheets, and communication templates sent to providers.
  • Follow up on any additional items as required during the audits.

Required qualifications:
  • Equivalent education and experience conducting research and analyzing policies, laws, rules, or regulations totaling nine (9) years.
OR
  • A Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field AND five (5) years of experience conducting research, analyzing policies, laws, rules, or regulations, and leading business projects or comparable combination of graduate education and experience.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Master's degree in one of the above academic fields or a law degree.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
