Classification: Essential: This position is an essential classification and will require the employee to report to duty before, during and after a hurricane or emergency.

Schedule: This position normally works a regular weekday daytime shift and may require work hours beyond a normal schedule, evenings, weekends and holidays and/or immediate response to emergency conditions.

Supervision Exercised: Fleet Superintendent, Supervisors and technical staff

Supervision Received: Reports to the Director of Public Works & Utilities, Deputy Director or designees.

General Purpose of the Position: This is responsible managerial, technical, and administrative work involving the planning, organizing, and directing of the City's Fleet Management Division. Manages, directs, supervises, and coordinates the financing, administration, maintenance, repair, acquisition and replacement of a city-wide fleet automotive and specialized equipment operation to provide cost effective, safe and reliable services to all City departments.
Develops and recommends policies and procedures for the efficient management of the government fleet vehicles and equipment and software systems.
Establishes and oversees data tracking practices including: fleet mileage, repair requests, fuel management, vehicle replacement rates, inventory, operations and maintenance rates.
Determines, schedules, and manages the purchase and retirement of fleet vehicles and equipment, in coordination with Department Directors or their designees.
Develops and implements goals, objectives, policies and priorities to identify opportunities for "Top of Class" Fleet services and Quality Assurance Standards.
Performs cost and data analysis, and identifies resources to reduce operating expenses and carbon footprint impacts. Reviews recommendations with appropriate interdepartmental management staff to implement improvements.
Oversees, directs and participates in the development and administration of the assigned Fleet annual budget; participates in the forecast of funds needed for adequate staffing, equipment, materials and supplies for replacement and programmatic needs.
Consults with departments on equipment usage and needs.
Evaluates trends, anticipates problems, and reports on performance of the Fleet Services programs, including but not limited to vehicle damages and accidents.
Oversees special Fleet Maintenance projects; provides leadership, direction and guidance in Fleet Maintenance implementation strategies and procedures; assures effective communication of strategies and communicated deliverables.
Establishes and communicates maintenance standards, safety policies, and expected work procedures.
Authorizes repair work within existing policies and directives.
Provides technical direction to mechanics and other department personnel, as needed.
Participates with the development, recommendations and implementation of new program policies and procedures as needed to comply with City requirements.
Gathers and analyzes statistical and financial data regarding all facets of Fleet operations; maintains the Fleet Maintenance Management System.
Plans, coordinates and initiates action to implement policy decisions. Defines challenged areas and interprets and evaluates department policy, program and practices to determine sustainable solutions.
Ensures the fleet operations are in compliance with applicable ordinances, regulations, and laws.
Establishes performance standards and practices compliant with the National Institute for Automotive Service Excellence (ASE) and associated technician certifications.
In collaboration with department Directors, champions and identifies the need for change to benefit the City, Public Works and Fleet Services. Identifies organizational and cultural factors that may impact performance and makes recommendations.
Builds and maintains a creative environment; adheres to team quality standards and promotes open communications throughout the team.

Knowledge, Skills and Abilities Required:
Ability to apply technical solutions to day-to-day problems with a thorough understanding of both customer and technical issues to promote cooperation in a stressful environment.
Ability to research, understand and interpret information in complex technical manuals, blueprints, legal codes, drawing, schematics, etc.
Demonstrated ability to identify and serve customers through excellent written and oral communication skills to interact effectively with diverse groups of people. Frequent interaction with employees and city staff; may be required to interact with members of the public; prepares and presents clear and comprehensive reports.
Thorough knowledge and understanding of Federal and State statutes, rules and regulations and City codes governing procurement, principles and practices of public sector purchasing and records management.
Exercise strong management skills including planning and organizing, problem analysis and decision-making, management control, time management, leadership, interpersonal sensitivity and relationship building to provide for enhanced levels of excellence.
Ability and willingness to teach and apply safe working procedures and conditions.
Skill in analyzing fleet management problems, evaluating alternatives, and recommending methods, procedures and techniques for resolution of issues.
Ability to manage and supervise vehicle/equipment maintenance scheduling program and associated documentation; authorizes commercial work requirements for City vehicles/equipment.
Knowledge of automotive mechanical and electronic principles. Advanced knowledge of computerized Fleet Management Software applications including GPS, replacement and fuel management systems.
Knowledge, skills, and abilities to apply computer techniques to program management practices and processes.
Ability to use electronic test equipment and software from all manufacturers of fleet equipment to diagnose vehicle codes and equipment problems and repairs, ensuring proper performance.
Ability to read and comprehend technical shop manuals, manufacturer's specifications, and troubleshooting guides used in the installation and repair of equipment.
Thorough knowledge of diagnostic and mechanical methods, materials, tools and standard trade practices of the automotive and heavy-duty repair industry.
Principles, applications and physics of analog and digital electronics related to light and heavy-duty mechanical operations and repair.
Skilled in the installation and removal of emergency public safety equipment such as mobile data terminals, power supplies, radios, lights, sirens and antennae in all types of fleet vehicles.
Knowledge of environmental requirements regarding disposal and handling of oils, lubricants, coolants, refrigerants, and parts exposed to such materials.
Knowledge of OSHA safety requirements and application to sites.
Ability to multi-task, effectively managing multiple projects, and maintaining complex records.
Ability to establish and maintain effective working relationships with employees (including Mayor, City Council and department heads), outside agencies and the public, as necessitated by the work.
Must possess strong organizational, writing and analytical skills; ability to prioritize tasks and reach deadlines. Demonstrates initiative, critical thinking and problem-solving skills.
Knowledgeable in Microsoft Outlook.
Seeks to improve the Fleet division policies, guidelines and rules for performance standards;
ensures policies are implemented as required.

Environmental Conditions: Work is performed primarily indoors and, may be performed outdoors, at the Fleet Administration service facility, and may include extensive work at a computer workstation. May be exposed to a high range of noise, and other distractors as well as the everyday risks associated with automotive maintenance facilities. Field conditions involve exposure to heavy traffic, sustained elevated noise, and extreme weather conditions with risk of exposure to hazardous chemicals. Performs mechanical tasks in limited spaces and awkward positions and may be exposed to confined spaces. May be exposed to slippery and/or uneven surfaces; heights above twenty (20) feet; below ground level, with feet, legs and/or hands in water. Subject to 24-hour call back for emergency conditions. Appropriate training and safety equipment will be provided for all conditions.

Equipment Used: Computer, tablet, cell phone, telephone, portable/mobile radio, and diagnostic equipment. Non-CDL vehicles, light equipment and heavy equipment, power tools and hand tools. If necessary incumbent may operate CDL-class vehicles if properly licensed. Safety equipment and training are provided.

Education and Experience Required: Bachelor's degree from an accredited college or university in Business Administration, Public Administration, or related field. A minimum of six (6) years of progressively responsible experience in the operation of a large automotive and/or heavy equipment fleet facility (greater than 200 vehicles) with a minimum of two (2) years Supervisory experience.

Certification as a Fleet Equipment Manager by a nationally recognized organization such as American Public Works Association (APWA), National Association of Fleet Administrators (NAFA), Association of Equipment Management Professionals (AEMP) or other accredited institution, or must obtain within one year of hire or promotion. Master Automobile Technician (ASE) certified is highly desired.

At the discretion of the City Administrator or designee, an equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills, and ability to successfully perform the essential functions of the job will be considered.

Good driving record. Possession of and ability to maintain a Florida Driver's License required. A CDL is not required but is desired.
