Summary

The FOQA/ASAP Program Manager supports the daily management, administration, security, and operation of the Flight Operations Quality Assurance (FOQA) / Aviation Safety Action Program (ASAP) Program. In addition, the FOQA/ASAP Program Manager supports computers systems management, conducts analytical projects assigned by the Director of Safety and Event Review Committees (ERC), investigates reports filed through the ETQ Reliance Safety Reporting System, collects additional data for submitted reports, schedules, and conducts ERC meetings.

Essential Duties and Responsibilities

ASAP

1 Supports the ASAP Program with daily administration to ensure analysis of ASAP reports for the purpose of improved flight and operational safety.

2 Supports the ETQ Reliance Safety Reporting System with daily administration to ensure analysis of any filed safety reports for the purpose of improving company safety.

3 Oversees the report collection process for the Flight Follower, Cargo Service, Pilot, Maintenance, and General Employee groups.

4 Oversee the preparation, schedule, and hosting of monthly ERC meetings for the ASAP Program.

5. Maintains records of all ASAP, Incident, and Confidential Reporting.

6. Maintains (and continuously improves) electronic filing system and improves Company safety.

7. Performs data analysis, root cause analysis, and implements corrective actions based on filed reports to determine adverse events or trends in Company procedures.

8. Prepares trending analysis reports and charts with the ERC for FAA quarterly reporting.

9. Prepares reports, presentations, and statistical data required to keep Kalitta Air informed of the status and progress of the Kalitta Air's electronic safety reporting program.

10. Reviews corrective action responses from management on reported safety issues for adequate compliance.

11. Maintains ASAP database, writes database queries, programs new features in the electronic filing system, and manages documentation supporting these functions.

FOQA

The FOQA Program Manager (FMT Chair) is responsible for:

1. The overall management, administration, security, and maintenance of the FOQA program.

2. Program integration and risk management within the Kalitta Air SMS.

3. Coordinating with relevant operational areas of Kalitta Air to ensure FOQA findings are subjected to additional validation and assessment and are addressed with appropriate follow-up action.

4. Disseminating de-identified information to relevant operational managers as appropriate to ensure awareness of relevant FOQA issues and results.

5. Liaising with relevant external entities, including OEMs and regulatory authorities.

The functions of the FOQA Program Manager are:

1. Flight operations interpreter responsible for placing FOQA data into a credible context.

2. Technical interpreter responsible for the interpretation or analysis of FOQA data with respect to the technical aspects of aircraft operation.

3. Replay administrator responsible for the day-to-day operation of the program elements, including data collection, analysis and security, and the production of associated reports.

4. Air safety coordinator responsible for cross-referencing and presenting information/data in a credible

integrated context.

The FOQA Program Manager's primary duties include addressing FOQA security and data needs, generating, issuing, and verifying corrective actions, and addressing the reporting requirements of all stakeholders.

Supervisory Responsibilities

Oversees the duties and responsibilities of the FOQA / ASAP program.

Qualifications

1. Willingness to learn ASAP, FOQA Incident, and Confidential Reporting systems.

2. Three (3) years of work experience preferably in 14CFR Part 121 air carrier operations; training, quality control, maintenance, operations, and safety (or a combination thereof).

3. Basic computer programming and statistical methods experience preferred.

4. Must be proficient in Microsoft Office Suite programs, including database and spreadsheet programs.

5. Proven project management and analytical skills.

6. Previous experience maintaining and enhancing corporate safety standards and safe operations preferred.

7. Proficient verbal, written, and presentation communications skills.

8. Strong work ethic, ability to work in a fast-paced environment, and a positive attitude toward teamwork.

9. Willingness to assist managers, directors, and staff at the highest level of professionalism.

10. Ability to handle numerous projects at one time and meet deadlines.

11. Self-motivated and able to work with minimal supervision in support of the Event Review Committee (ERC).

Education and/or Experience

1 Four-year college degree desired, preferably in an aviation, science, or engineering field.

2 FAA Commercial Airman's certificate, or ATP certificate, or Flight Engineer Turbojet certificate, or at least one(1) to three(3) years experience with ASAP / FOQA preferred.

Language Skills

Ability to read, write, and understand spoken and written English. Ability to write routine reports and correspondence.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to convert between different units of measure. Ability to compute rate, ratio, and percentage.

Travel

Occasional travel for continued training and industry workshops.
