Description:
We have immediate openings for Foreign Military Sales (FMS) Task Lead / Project Manager to join our newly awarded Program Executive Office for Integrated Warfare Systems Business and Financial Management Support (PEO IWS BFM) contract supporting Naval Sea Systems Command (NAVSEA). We are looking for individuals who want to grow with the Company and this 5-year contract. This position is located in Washington, DC.

Security Clearance:
- Applicant must hold or be able to obtain an active Department of Defense (DoD) SECRET personnel security clearance.
Responsibilities:
- Lead a task to support multi-country programs, to support customer needs for various FMS financial cases.
- Ensure FMS cases are structured in accordance with FMS Case lines, scope and budget to include defining obligation phasing plans in accordance with foreign country payment schedules, scope Project Directive Line Items (PDLIs) and create and process obligation Authority (OA) revisions and worksheets.
- Ensure all backup documentation, records of financial history, and any related documents or tools created for the duration of the contract for specific tasks.
- Oversee a team of Junior, Mid, and senior level personnel from various team members.
- Provide support in the development, implementation, monitoring, oversight and reporting of internal controls in compliance with DoD Instruction 5010.40 and SECNAVINST 5200.35.
- Ensure research and analysis, methodology, and findings for data calls from DOD, DoN, NAVSEA organizations and/or higher-level authority.
- Provide coordinated, integrated, consolidated, and accurate inputs.
- Provide assistance and direction to support critical response.
- Work with ICI leadership and corporate personnel to ensure ICI policies, procedures, and business rules are followed.
Experiences:
- 10 years' relevant experience in Foreign Military Sales (FMS)
- 10 years supporting US Navy programs.
- SME-level experience in Budgeting, Briefing, and Defense at the OPNAV and Congressional levels
- Communication and Briefing Skills at the SES/Flag Level
- Conceptual Knowledge of U.S. Navy Undersea Warfare (USW) systems
- Demonstrated Knowledge of SHAPM/PARM working relationship
- Demonstrated Experience balancing a complex multi-appropriation portfolio
- Demonstrated Experience with cost/schedule performance as it relates to program execution
- Demonstrated Experience in task planning and its translation to program execution
- Demonstrated Experience working in a program office at Naval Sea Systems Command
- Demonstrated Program Management Experience running a mixed team of subcontractors
- Demonstrated Knowledge of DoD/DoN procedures and Policies (DoD 5000 process) including.
Education Requirements:
- Bachelor's degree in business administration, Accounting, or Finance.
