Description
The Kentucky Board of Pharmacy is seeking applications for the position of General Counsel.
The Kentucky Board of Pharmacy is the licensing agency for all pharmacies, pharmacists, technicians, interns,manufacturers and wholesalers in Kentucky or conducting business with Kentucky.
We are looking for an individual that is highly motivated and organized with the ability to learn and adaptquickly.
Responsibilities may include, but are not limited to:
- Provide legal guidance, consultation and support to the board and board staff
- Ensure compliance with open meetings and open records law
- Supervise the Board's legal staff, including a staff attorney and legal assistant
- Provide legal expertise concerning the application of the Board's statutes and regulations to regulatedentities
- Draft documents for disciplinary case resolution, including agreed orders, complaints, notice ofhearing and pre-hearing motions and responses
- Draft all rule making while maintaining compliance with KRS 13A
- Monitor relevant bills during legislative session and keep the Board and Board staff aware of changes
- Represent the Board at legislative committee meetings
- Track and help implement regulatory changes in state and federal law
- Serve as the Board's ethics officer
- Review and negotiate agency contracts
- Represent the Board in KRS 13B administrative hearings
- Represent the Board in state and federal court
- Assist with review of permit and license applications
- Review all grievances submitted to the board
- Participate in settlement conferences with licensees and permit holders
- Review expungement applications and present applications to the Board
- Attend board committee meetings, providing materials and memorandums as requested and providing legalguidance and support
- Monitor board regulation sunsetting and ensure board review prior to expiration
- Maintain relationships with other state and federal agencies, including the Governor's Office, AttorneyGeneral, CHFS, Kentucky Board of Medical Licensure, Kentucky Board of Nursing, the FDA and the DEA.
- Juris Doctor degree from an ABA accredited law school
- Minimum of eight years of experience as a licensed attorney
- Must be admitted to practice law and in good standing in the Commonwealth of Kentucky
- Prior experience representing a state agency in KRS 13B administrative proceedings
- Experience drafting or reviewing KRS 13A rule-making
- Prior government in-house representation
- Understanding of the legislative process in Kentucky
