Job Summary:

The General Counsel for EMS Operations will serve as the chief legal advisor and strategist for the organization, providing expert legal advice on a wide range of issues affecting EMS operations. This role is crucial in ensuring the organization's compliance with all applicable laws and regulations, managing legal risks, and supporting strategic initiatives. The ideal candidate will have a strong background in healthcare law, with a specific focus on EMS operations, and possess excellent analytical, communication, and leadership skills.

Key Responsibilities:

Legal Advisory and Compliance:
    • Provide expert legal counsel on all aspects of EMS operations, including regulatory compliance, contracts, employment law, and risk management.
    • Ensure compliance with federal, state, and local laws and regulations governing EMS services.
    • Develop and implement policies and procedures to mitigate legal risks and ensure compliance.

Contract Management:
    • Draft, review, and negotiate a wide range of contracts, including service agreements, vendor contracts, employment agreements, and other legal documents.
    • Ensure that all contracts comply with applicable laws and regulations and align with the organization's strategic objectives.

Litigation and Dispute Resolution:
    • Manage and oversee litigation matters, including coordinating with external counsel, developing litigation strategies, and representing the organization in legal proceedings.
    • Resolve disputes through negotiation, mediation, arbitration, or other dispute resolution mechanisms.

Regulatory Affairs:
    • Monitor and interpret changes in healthcare laws and regulations that impact EMS operations.
    • Advise the leadership team on regulatory developments and their implications for the organization.
    • Represent the organization in interactions with regulatory agencies.

Risk Management:
    • Identify and assess legal risks related to EMS operations and develop strategies to mitigate those risks.
    • Conduct internal investigations as necessary and provide recommendations to senior management.
    • Ensure the organization's compliance with insurance requirements and manage relationships with insurance providers.

Training and Development:
    • Develop and conduct training programs for staff on legal and compliance matters.
    • Foster a culture of legal awareness and compliance throughout the organization.

Leadership and Collaboration:
    • Serve as a member of the executive leadership team, contributing to the development and implementation of the organization's strategic goals.
    • Collaborate with other departments to support organizational initiatives and objectives.
    • Provide leadership and guidance to the legal department and manage its day-to-day operations.

Qualifications:
  • Juris Doctor (JD) degree from an accredited law school.
  • Admission to the state bar in the jurisdiction where the position is located.
  • Minimum of 10 years of legal experience, with at least 5 years in a senior legal role within the healthcare or EMS sector.
  • Strong knowledge of healthcare laws and regulations, including HIPAA, EMTALA, and other relevant statutes.
  • Proven experience in contract negotiation, litigation management, and regulatory compliance.
  • Excellent analytical, communication, and interpersonal skills.
  • Demonstrated ability to provide strategic legal advice and support to senior management.
  • Strong leadership and team management skills.

Preferred Qualifications:
  • Experience in a high-growth or rapidly changing environment.
  • Certification in healthcare compliance (e.g., CHC, CCEP).
  • Knowledge of risk management principles and practices.

Work Environment:
  • This position may require occasional travel to various EMS operation sites.
  • The work environment is typically an office setting, but may involve visits to EMS stations, healthcare facilities, and other locations as needed.
