This position is in the Workforce Development Legal Division, working as General Counsel in the Office ofLegal Services at the Education and Labor Cabinet. The position will be based in Franklin County. Theability to telecommute may be available up to two days per week after successful completion of a probationaryperiod.

This position provides a variety of legal services such as, providing legal support to a variety of Cabinetprograms, reviewing contracts, defending unemployment insurance decisions, defending administrative appealsand lien related bankruptcy matters for the Education and Labor Cabinet.

Job Duties Include:
  • Serves as General Counsel for the Education and Labor Cabinet's Office of Legal Services' WorkforceDevelopment Legal Division.
  • Provides specialized and complex legal services to and on behalf of the Department of WorkforceDevelopment, including providing advice to the Commissioner of the department, the appropriate leadershipstaff within its division, and reports to the Executive Director of the Office of Legal Services.
  • Represents the Cabinet in legal matters relating to the Department of Workforce Development and theCabinet, including, preparing, coordinating, and carrying out complex workforce matters before boards,commissions and state and federal courts.
  • Provide legal advice to assigned agency. Prepare legal opinions. Reviews, makes comments andrecommendations on settlement actions, contracts, official orders, and other documents.
  • Provides interpretation of statutes and regulations to the Cabinet Secretary and assigned agency heads.
  • Drafts, reviews, and makes comments on proposed legislation submitted for and by others concerningassigned agencies. Drafts and proposes administrative regulations.
  • Oversees day-to-day operations and supervision of the division and staff.
Preferred Knowledge, Skills, and Abilities for the selected candidate:
  • Administrative law experience
  • Bankruptcy law experience
  • Experience with the Workforce Innovation and Opportunity Act
  • Open Records Act experience
  • Strong organizational skills
  • Strong oral and written advocacy skills; ability to communicate effectively.
  • Attention to detail
  • Microsoft Office (WORD, EXCEL, OUTLOOK)
  • Ability to review documentation for accuracy and legal compliance
  • Committed to meeting deadlines
  • Ability to work volume and changing priorities
  • Experience in information gathering/legal research
  • Ability to work independently and as a team member
