Marshall Municipal Utilities (MMU) is a vital source of reliable electric and water services for the Marshall, MN community. Established in 1894, MMU has continually evolved to meet the growing needs of the community, introducing innovations like all-day electric service in 1908 and constructing a new water tower in 1915.

MMU is seeking a General Manager to serve as the chief administrative officer, responsible for overseeing the overall operations and performance of the utility. Reporting directly to the MMU Commission, the GM plays a pivotal role in steering the utility towards excellence. This role incorporates a wide range of duties and responsibilities that ensure MMU delivers reliable and high-quality electric and water services to the community. Furthermore, the GM is instrumental in strategic planning, operational oversight, financial management, and community engagement, all while fostering innovation and continuous improvement

Duties and Responsibilities:
  • Strategic Planning: Develop and implement strategic plans to achieve MMU's organizational objectives and drive growth.
  • Operational Oversight: Manage the day-to-day operations of the electric and water utilities, ensuring efficiency and reliability.
  • Financial Management: Oversee financial performance, including budgeting, cost control, and financial reporting.
  • Team Leadership: Lead and motivate a diverse team, fostering a positive work environment and promoting high performance.
  • Policy Development: Establish and enforce policies to ensure compliance with legal and regulatory requirements.
  • Stakeholder Engagement: Maintain relationships with key stakeholders, including customers, suppliers, and the City of Marshall.
  • Innovation and Improvement: Identify opportunities for innovation and continuous improvement in service delivery and operational processes.
  • Community Interaction: Engage with the community to understand their needs and expectations, fostering transparency and trust.
  • Appointment and Supervision: Appoint and supervise senior staff, including department heads and managers.
  • Budgeting and Financial Oversight: Develop and manage annual and long-range budgets, ensuring financial stability and sustainability.
  • Rate Setting: Recommends rates for services, ensuring they are fair and competitive.
  • Capital Projects: Oversee the development and construction of capital projects to enhance infrastructure and service delivery.
  • Regulatory Compliance: Ensure all operations comply with industry standards and regulatory requirements.
  • Performance Monitoring: Monitor and analyze performance metrics to identify areas for improvement and ensure high-quality service delivery.

The GM's role is crucial in ensuring that MMU continues to provide exceptional services to the residents by adapting to changing circumstances and driving sustainable development, while leading the MMU team maintain its reputation for excellence and reliability.

Compensation and Benefits

  • Salary: $154,724 to $208,635, depending on qualifications and experience.
  • Deferred Compensation: Employer contribution of up to $2,500.
  • Medical Insurance: Coverage equivalent to 90% of the employee-only medical insurance premium.
  • Additional Benefits: Dental insurance, Basic Life, AD&D and Long-Term Disability and a Health Savings Account.
  • Paid Holidays, Vacation and Sick Leave: As per MMU policies.
  • Retirement: Public Employees Retirement Association (6.5% contribution - MMU 7.5% match)
  • Relocation Expenses: Reimbursement is negotiable.

Desired Qualifications

  • A bachelor's degree in business administration, engineering, or a related field required; an MBA or advanced degree is preferred.
  • Minimum of five years in senior-level leadership and management roles, preferably within the utility industry or closely related sector, with a verifiable record of successful leadership, operational oversight, and results.
  • Demonstrated exceptional leadership, strategic thinking, and financial acumen, coupled with excellent communication and interpersonal abilities.
  • Profound understanding of utility leadership and management, industry trends, and best practices.
  • Unquestionable commitment environmental stewardship, fiscal responsibility, and ethical business practices.
  • Valid Minnesota driver's license, or the ability to secure a Minnesota driver's license.
