Why does the job exist?

The Gen I / Assistant Deputy Director will:
  • Provide leadership in the strategic management and operational oversight governing Medicaid services within New Mexico Health Care Authority (HCA);
  • Provide direct support to Medicaid's Senior Deputy Director to ensure that the state's Medicaid program operates efficiently, complies with state and federal regulations, aligns with legislative and stakeholder priorities, as well as supervision and leadership of key division bureaus and sections.


How does it get done?

The Gen I / Assistant Deputy Director is responsible for:
  • Overseeing multiple Medical Assistance Division (MAD) bureaus and units ensuring effective Medicaid program management;
  • Providing regulatory and policy oversight to align Medicaid operations with federal and state requirements;
  • Managing strategic initiatives that enhance Medicaid services and operational efficiencies;
  • Negotiating and overseeing contracts with Managed Care Organizations (MCOs) and other Medicaid partners;
  • Interfacing with state government, legislators, and executive leadership to support Medicaid policy development and implementation;
  • Supervising multiple MAD Bureaus and units, including but not limited to the Federal Relations Unit, Long-Term Services and Supports Bureau, Managed Care Oversight Bureau, and Compliance Unit;
  • Providing direct support and coverage to Medicaid's Senior Deputy Director.

Ideal Candidate

The ideal candidate has:
  • Extensive experience in Medicaid, leadership, supervision, training and mentoring staff;
  • Experience with Medicaid, managed care contracting, state healthcare regulations, and inter-agency coordination;
  • Knowledge of state or federal government processes, legislative frameworks, and regulatory structures;
  • Experience with healthcare policy implementation or public health, and strategic planning;
  • Ability to collaborate with legislators, executive leadership, and state agencies to advance policy initiatives;
  • Strong leadership, strategic planning, supervisory experience and operational management skills.


Minimum Qualification

A Master's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain valid drivers license.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
