Position Overview
The Illinois Tollway is dedicated to providing and promoting a safe and efficient system of highways while ensuring the highest possible level of service to our customers. In support of this mission, the General Manager of IT Infrastructure requires a broad range of technical knowledge as well as leadership and management skills. This position will be responsible for setting the technical direction of the department as well as overseeing day-to-day operations. The General Manager, IT Infrastructure position will be providing daily hands-on technical work assignments to staff.
The General Manager of IT Infrastructure must maintain and continually improve the environment to provide the highest service levels to the user base. To achieve this, the position will require working directly with various groups in the IT organization, including but not limited to the network, Service Desk, and security teams. The position will also require working with other business units outside the department.
The General Manager of IT Infrastructure works individually on technical issues and manages the team to maintain the IT infrastructure across various sites. Business operation demands 24/7/365 continuous up-time. The individual must be available to address problems as needed, including after-hours, holidays, and weekends.
Continuously changing software and hardware platforms require ongoing training and self-directed learning to maintain skill sets. Based on the functions of the General Manager, IT Infrastructure position will have Administrative-level rights and access to sensitive and confidential information, and must always exercise discretion and maintain confidentiality.

Essential Job Functions
The General Manager of IT Infrastructure reports to the Deputy Chief of IT Infrastructure and Development and is responsible for the following;
- Provides senior leadership on the future direction of IT Infrastructure and how that direction will impact the enterprise.
- Maintains a high level of service while anticipating future requirements, trends, and changes to assure current and future satisfaction of customer service levels and business requirements are met.
- Manages SysAdmin staff and other direct reports.
- Performs annual reviews for staff as well as performance management.
- Collaborates with the IT PMO to ensure project goals and deliverables are met for the managed team.
- Partners with the security team to further strengthen the environment via remediation, hardening, and other security-oriented tasks, and the network team to ensure optimal performance and configuration of systems
- Works directly with the helpdesk team to resolve issues for tickets escalated to the infrastructure team.
- Supports the development and budget oversight process
- Monitors system performance to ensure optimal operations
- Ensures all hardware and software are maintained at supported levels and deprecated technologies are retired
- Develops, implements, and tests disaster recovery and business continuity plans
- Builds relationships with the internal business stakeholders as well as vendors to support systems
- Ensures that information related to managed systems is adequately documented and updated.
- Maintains proficiency within the IT industry via:
- Maintaining certifications at the current industry accepted standard.
- Performs self-study to keep abreast of new software and hardware technologies
- Attends technical conferences and seminars
- Adheres to and promotes following of internal policies and procedures of the Tollway
- Leads Incident remediation and performs post-incident analysis. Develops lessons learned to be shared with Senior Leadership.
- Ensures the industry's best practices are researched and implemented.
- Performs technical work on systems and operational tasks as needed.
Qualifications
Education (Required)
- Bachelor's Degree in Information Technology, Computer Science, or related field is required for this position.
Skills and Experience (Required)
- Minimum of five (5) Years in directing and managing an IT infrastructure team consisting of SysAdmins
- Minimum of seven (7) plus years of Microsoft and VMWare systems administration experience in a corporate or enterprise environment
- Hands-on technical experience with VMWare, Active Directory, Azure, O365, Windows Server, SQL, SharePoint, and other core Microsoft Technologies
- Experience with developing and executing disaster recovery and business continuity plans
- Experience with managing IT budgets
- Strong project management skills and experience
- Experience architecting enterprise solutions across various technology platforms, including on-prem, cloud, virtualization, storage, compute, network, software, backup, and other core IT areas.
Education and Experience (Preferred)
- Experience with Microsoft Systems Center Suite and Microsoft INTUNE
- Experience with VMWARE VSAN, VMWARE SRM, VMWARE NSX
- Experience with storage solutions (e.g. NAS, iSCSI, SAN, and fiber switches).
- Experience in backup software and systems (e.g., Netbackup, Networker, DataDomain, IDPA, ECS, and Avamar)
- Experience in enterprise-class antivirus tools with centralized management (e.g., Trend, Microsoft, AMP solutions)
- Experience with Citrix XenApp / Desktop, Citrix Netscaler
- Technical certifications (e.g., PMP, ITIL, MCP, MCTS, MCITP)
