Job Overview:

The Harveston Community Association (HCA) and Harveston Community Council (HCC) are looking for a dynamic professional General Manager to provide strong leadership and management direction on behalf of the Board of Directors of each Corporation. HCA and HCC are mutual benefit corporations that are to work together to seamlessly provide services to Harveston Community. HCA maintains the assets of Harveston Homeowners Association. HCC provides programs and events to the Community of Harveston.

Compensation:$82,000-$90,000.00

FirstService Residential will compensate the successful candidate in accordance with the posted range. The salary or wage paid to the successful candidate will be commensurate with experience, education, and specific job responsibilities. For positions designated at a client's property, the salary or wage will also be premised upon the client's directive. The base pay range is subject to change and may be modified in the future.

Job Responsibilities: Include the following. Other responsibilities may be assigned.

The General Manager position has broad oversight of all aspects related to the business and operations of the Harveston Community. This would include but is not limited to client relationships with the various boards of directors (HCA, HCC, and Savannah at Harveston Sub Association); client relationship with outside entities such as the City of Temecula and its departments, the school district and public and private schools, Cape May apartment community and businesses within the Harveston Specific plan boundaries. The purpose of this role is to create a single point of contact in the community, enhance communication and create effective oversight of staff and operations.
  • Provide leadership and guidance to ensure the needs and/or desires of the homeowners and Board are being addressed. Develop recommendations for goals and action plans to achieve community objectives.
  • Implement Board policy and directives within the scope of the management contract.
  • Supervise all Business and Lifestyle related services, on-site personnel including associate retention and other employment related decisions.
  • Recruit, hire, train and supervise direct reports in accordance with the documented management plan.
  • Prepare the annual budget estimates and contracts for reserve study to obtain Board action and approval.
  • Ensure all Annual Calendar items are completed timely for both corporations.
  • Responsible for the development and implementation of the annual operating and reserve budget, for the HCA and Cost Centers, subject to approval by the Board of Directors.
  • Provide leadership to the Lifestyle team for the development and implementation of the annual event calendar and operating budget, subject to approval by the HCC Board of Directors.
  • Monitor the monthly financial position of both corporations and various cost centers and report current standing to the Board of Directors, monthly.
  • Analyze financial reports, coordinate input of professional advisors, implement recommended procedures, establish priorities, provide advice to the Board concerning major expenditures, supervise expenditures to conform with budget guidelines, establish budget controls; prepare budget recommendations.
  • Maintain onsite petty cash and debit card receipts and transmit documentation to corporate office requesting timely replenishment of funds.
  • Provide leadership to each meeting involving the Board of Directors in terms of agenda support and written and oral reports. Summarize the priorities of each meeting and complete, or cause to be completed, any/all directives within agreed upon timeframe.
  • Knowledge of all Community Governing documents. Provide recommendations on revisions.
  • Work closely with the Boards of Directors within the governance model to develop annual goals and priority issues. Continue to do so on a yearly basis.
  • Review corporation policies on an ongoing basis to ensure compliance with Civil Code, declaration and other requirements of governing institutions.
  • Proactively identifies areas of improvement and makes recommendations to improve the operation of both corporations (HCA & HCC).
  • In conjunction with the Client Services Manager, HCA and HCC Board members and committee members, oversee on going communication with the community members via newsletter, App, eblasts, flyers and banners.
  • Supervise membership compliance related to CC&R's, By-Laws, Rules and Regulations and other community policies.
  • In conjunction with Community Director and the HCA board, oversee the assessment collection and fine policy. Aggressively enforce the collection policy by working with the Association's collections firm and attorney in an attempt to keep delinquent assessments at a minimum.
  • Effectively handle complaints, disputes and resolve grievances presented by internal and external customers in accordance with Association and corporate policies, procedures and practices.
  • Assess and monitor community needs: identify opportunities for improving service delivery methods and procedures and developing new programs. Implement programs or improvements for both corporations.
  • Oversee performance of contractors providing business services to the Community and Community Council
  • Ensures common area inspections are completed regularly but no less than monthly. As well as timely completion of work orders.
  • Prepares a variety of studies, reports and related information for decision-making purposes.
  • Project Implementation.

  • Bachelor's Degree in Business, Hospitality Services or related degree, emphasizing customer service preferred.
  • Preferred minimum of 5 years' experience in a General Manager, Business Services or Assistant General Manager position
  • Ability to motivate and hold staff accountable to accomplish established goals within the related area of responsibility
  • Knowledge of budgeting and finance.
  • Ability to read, understand and follow Homeowner Association CC&R's, By-Laws and Contracts.
  • Ability to apply principles, practices and objectives of recreation, administration and management.
  • Knowledge of building and grounds maintenance requirements.
  • Knowledge of community association development.
  • Knowledge of personnel development and administration
  • Ability to establish work standards and evaluate personnel performance.
  • Ability to prepare and supervise the keeping of a variety of records and reports.
  • Strong written and verbal communication skills.
  • Working ability of general math skills.
  • Ability to apply common sense and carry out instructions.
  • Working knowledge of MS Office suite - including Word, Excel, PowerPoint, Outlook
  • Strong attention to details.
  • Self-motivated.
  • Organized and Detail Oriented.

Education & Experience:

  • Proficient in English language, spelling and grammar.
  • Bilingual Spanish helpful.
  • Valid Driver's License and proof of state mandated auto insurance.
  • CCAM, CMCA or PCAM is desirable
