Job Responsibilities
Are you an experienced professional looking for new opportunities to further your career? The Revenue and Fiscal Affairs Office (RFA) is seeking applicants for a Geospatial Program Manager position with a background in GIS management or facilitating program activities at the enterprise level. This is an opportunity to work with an agency with diverse backgrounds and talent. The purpose of the RF A's GIS Program is to support the standardization of statewide GIS data sets, provide aerial imagery in support of government services, support state and local governments, and other services. The candidate will serve as the State GIS Coordinator and will be responsible for supporting the Geographic Information Council and management of the GIS section and responsibilities as established by the Revenue and Fiscal Affairs Office (RFA). The RFA's mission is to provide independent research, analysis, and resources to the executive and legislative branches of state government, local government, and the private sector to facilitate informed policy decisions and administration of services. Responsibilities of the Geospatial Program Manager:

  • Manages the state GIS program for the Geographic Information Council (GIC) and its member agencies and identifies and prioritizes geospatial programs and efforts based upon national standards, strategic planning, and setting statewide goals.
  • Coordinates GIC meetings and work of subcommittees and prepares comprehensive reports to the GIC to communicate results and identify program-related areas of improvement.
  • Develops necessary policies and procedures and collaborates efforts across multiple agencies in preparing position papers, requests for proposals, memorandums of agreements, grant proposals, and other documents in fulfilling directives of the GIC.
  • Manages the GIS section of RFA and facilitates efforts of GIS staff to support statewide NG911 implementation, standardization of statewide geocoded data sets, political districting and maps, and data analysis.
  • Facilitates efforts across multiple agencies, county governments, and the user community regarding data coordination and development.
  • Oversees the project lead's efforts to facilitate the statewide aerial mapping program, including documentation, communication, funding, and coordination with the GIC and other stakeholders.
  • Represents the agency on GIS matters with other agencies, entities, and stakeholders. May serve as member of the SC 911 Advisory Committee and other applicable boards or committees in the state and nationally.
  • Facilitates communications regarding RFA activities related to GIS including meetings and updates to the RFA website.
  • Other duties as assigned


Minimum and Additional Requirements

  • Bachelor's degree and relevant work experience in GIS management or facilitating program activities at the enterprise level.

Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience in accordance with State Human Resources Regulations to be considered for this position.

Additional Requirements:

  • Proficient in effectively communicating with, making presentations to, and preparing reports for professional audience.
  • Experience with the development, management, and application of geographic information systems, including data management and analyzing spatial data using ArcGIS and associated software.
  • Proficient in the use of Microsoft products (Access/SQL, Excel, Outlook, Word, PowerPoint).
  • Must have a Valid Class D - S.C. driver's license.
  • Occasional and/or overnight travel, and occasional work on nights and/or weekends.


Preferred Qualifications

  • Masters or Ph. D. in Geography or Earth Sciences with an emphasis in GIS or a bachelor's degree in a related field with 1 to 3 years of work experience managing a GIS program.
  • Excellent demonstrated project management and organizational skills, with experience managing multiple projects simultaneously.
  • Strong interpersonal and consensus building skills. Demonstrated oral and written communication skills.
  • Ability to work independently with limited supervision.
