The GIS and Asset Data Manager is responsible for and directs a team in developing, planning, implementing, maintaining, and integrating GIS and infrastructure asset data management technology to meet the current and future technical needs of the County and the public. The employee works with a team to create, update and implement the strategic plans for GIS and infrastructure asset data management (transportation, facilities, fleet) that are aligned with the County's strategic plan and corresponding budgets. The employee focuses on assisting departments and organizations in the development, maintenance and expansion of GIS across the organization and the asset data management program within the division, as well as managing projects and the various types of resources necessary to meet deadlines. This position will support the establishment and monitoring of asset and customer service performance benchmarks, targets and reporting. This position works with County departments, cities, townships, regional, state, public and private agencies to create, improve, and strengthen relationships and to continually improve GIS and asset data management at the County.

Essential Duties

GIS Duties (Countywide):
Plans, assigns, directs, and evaluates the activities of professional and technical personnel involved in the design, development, maintenance, and systems analysis functions required for GIS across the organization.

Assesses, plans, and develops GIS activities between other County departments, municipalities, state agencies, and other public and private entities.

Develops and implements procedures for updating and maintaining GIS data across systems, including working with GIS staff and other departments to maintain data on a regular basis and establishing quality control and quality assurance workflows to ensure the integrity and accuracy of the data.

Reviews, analyzes, researches, and recommends existing and future GIS applications, software, server infrastructure, technology, and services to ensure efficiency and effectiveness of those programs.

Reviews requests for program changes required to meet needs of the department, the County, and the region; reviews and evaluates programs for policy and statutory requirements; reviews program development, testing, and documentation for compliance with best practices.

Oversees GIS application development by working with staff and users to define project scope, deadlines, and budgets; maintains project planning throughout project to assure project stays on track and communicates status, issues, and concerns to peers, management, and various outside groups as necessary.

Assists in creating and managing the Department's budget to support strategic plan; applies basic principles of cost-benefit analysis, addressing needs for upgrading software and resources to ensure timely response to needs of user departments and clients.

Assists in monitoring the processes, workflows, and procedures for parcel data attribution, including road centerlines and address points.

Manages the planning, development, implementation, and testing of software systems; recommends business software packages; provides technical assistance to departments in the development of bid specifications for special software systems that are compatible with GIS department needs and are required to implement new programs.

Participates in long-range strategic planning of the department, the county, the region, and the state; research and evaluate GIS technologies, trends, and developments.

Provides training, advice, and guidance to GIS users in advanced and complex data information system principles, procedures and practices, accepted industry standards, and best management practices.

Participates with GIS Users Groups at the state and local levels, such as Metro GIS.

Infrastructure Asset Data Management Duties (Physical Development Division):

Responsible for overseeing the collection, organization, and maintenance of accurate asset data (transportation, facilities, fleet) for the division, ensuring the integrity and accessibility of information related to all physical assets by developing and implementing data management systems, standardizing data collection processes, and collaborating with various stakeholders to maintain data quality and support informed asset management decisions.

Provides training, advice, and guidance to asset data management users.

Reviews, analyzes, researches, and recommends existing and future asset management applications, software, technology, and services to ensure efficiency and effectiveness of those programs.

General Duties:

Coordinates and oversees activities and obtains, analyzes, and/or oversees the collection of performance data for the division, including various reports and data presented in a functional format of benefit to customers and management at all levels.

Assists with the development, modification, interpretation, and monitoring of the department's policies, standards, and procedures.

Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

Performs other related duties as required or assigned.
Minimum Qualifications
Requires equivalency of a bachelor's degree in GIS, Geography, MIS, Computer Science or directly related field and six years of progressively responsible experience in GIS and computer operating systems, including two years as a lead worker or project manager. Preference given for ongoing training and/or certification in project management, planning, staff management, and other related disciplines. Programming and systems analyst experience, data management certification, GISP certification, and experience in a government environment are highly desirable. The incumbent shall provide a valid driver's license and a reliable means of transportation for the performance of work responsibilities.
