Job Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Financial Management, Federal Finance area of the agency.

Performs highly advanced (senior-level) managerial work administering the daily operations and activities of an agency's business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Minimum Qualifications:
Graduation from an accredited four-year college or university with major coursework in accounting, finance, economics, mathematics, or a related field is generally preferred. Education and experience may be substituted for one another.
Eight (8) years of full-time experience as a manager and/or director.
Ten (10) years of full-time experience working in the following (or closely related) fields: accounting, auditing, budget preparation/analysis, financial, statistical analysis, business, public administration, or closely related experience.

Seven (7) combined years of full-time experience with Texas statewide accounting/budgetary systems: Uniform Statewide Accounting Systems (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS) performing one or a combination of any of the following: general financial/accounting functions, financial reporting, budgeting, auditing, reconciliations, or financial statement audit duties.
Experience with CAPPS, USAS, SIRS Reports, Comptroller Fiscal Policies and Procedures, Federal Funds management, Texas legislative process, researching and analyzing state statutes, and/or the GAA.
Experience with developing training resources and communicating with state executives and government officials.
Preferred license/certification: Accredited Financial Examiner (AFE), Certified Fraud Examiner (CFE), Certified Financial Examiner (CFE), Certified Government Financial Manager (CGFM), or Certified Public Accountant (CPA).

Knowledge, Skills, and Abilities (KSA's):
Knowledge of statistical analysis and techniques; of auditing and accounting standards and techniques of both statutory accounting principles (SAP) and generally accepted accounting principles (GAAP); of financial and industry terminology and practices; and of corporate structures, business operating procedures, management controls, and internal reporting techniques. Skill in the operation of computer systems and associated applications.
Ability to audit financial statements, reports, records, budgets, operational procedures, and forms; to manage projects for timely completion; to conduct investigations; to prepare concise reports and correspondence; to apply relevant rules, regulations, and statutes; to communicate effectively; and to supervise the work of others.
Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

Essential Job Elements:
- FUNCTIONAL AND BUSINESS ACTIVITIES to include but not limited to:
Manages day-to-day activities associated with CDBG and other Agency grants with the Federal Finance & Grant Management staff with large and/or highly complex business functions.
Oversees and/or establishes the Federal Finance & Grant Management team goals and objectives and develops and approves schedules, priorities, and standards for achieving goals.
Reviews the various executive summary reports, internal management reports, for the Federal Finance and Grant Management team. This involves coordinating and collaborating with team members, other Financial Management teams, and the various program areas when needed.
[May] Oversees and approves budget expenditures and implements budgetary adjustments.
- PERSONNEL ACTIVITIES to include but not limited to:
Manage evaluation activities.
Supervises the work of others, where duties tie to employee Position Descriptions and the state job classifications, including maintaining and updating the Duties Distribution List.
Oversee the allocation of resources to achieve timely outcomes and measurable goals; monitors and evaluates the effectiveness and efficiency of staffing levels, including managing position vacancies and recommend personnel actions.
- GUIDANCE AND OVERSIGHT to include but not limited to:
Oversees the development and implementation of techniques for evaluating business functions.
Oversees special investigations, research studies, special projects, and internal audits, including but not limited to the timely and accurate preparation and resolution of reconciliations.
Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
May serve as backup to the Director.
- POLICIES AND PROCEDURES to include but not limited to:
Oversee the planning, development, implementation, coordination, and evaluation of guidelines, procedures, policies, rules, and regulations.
Oversees the monitoring and analyses of relevant state and federal legislation and oversees the implementation of changes resulting from new legislation.
Monitors compliance with policies and procedures; and provides input or approves new policies and procedures.
- IMPROVEMENTS AND INNOVATION to include but not limited to:
Oversees the identification of areas of needed change and the recommendations of initiatives to improve operations.
Oversee the implementation of initiatives to improve operations and special initiatives resulting from work performed related to job duties in this position description.
