Job Description
The Center for Educational Performance and Information (CEPI) is housed within State Budget Office and is responsible for coordinating the management, collection, and reporting of all education data, including the electronic exchange of student records between preschool, K-12, and postsecondary education.

CEPI is recruiting to fill a Governance Specialist position in the Data Support Unit to drive the strategic management of data governance, privacy, and cross-agency collaboration efforts. The Governance Specialist at CEPI plays a critical role in advancing data governance, privacy, and collaboration across Michigan's P20 Longitudinal Data System. This position is key to ensuring the ethical and secure use and sharing of educational data to improve outcomes for learners statewide. By managing data-sharing agreements, overseeing privacy compliance, and facilitating cross-agency collaboration, the Governance Specialist contributes to shaping data-driven decision-making that drives positive educational change. The ideal candidate will bring expertise in data governance, privacy laws (like FERPA), and policy development, alongside strong organizational and communication skills to foster compliance and innovation. As the Governance Specialist your primary responsibilities include:
  • Designing, negotiating, and monitoring data-sharing agreements and memoranda of understanding with stakeholders, including state agencies, academic institutions, and external research partners.
  • Leading the P20 Council, providing expert facilitation and coordination for council activities, workgroups, and cross-agency committees.
  • Interpreting and advising CEPI on Privacy and Security policy including developing materials and training to ensure understanding related to the confidentiality and security of data per federal and state law.

The Center for Educational Performance and Information office is in Lansing, Michigan, however a hybrid work option (combination of remote/in-office) is currently offered which requires one day working on-site at the official workstation with the potential of up to four days remote work per week.

Candidates should confirm work location and schedule at the time of interview. Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position. Relocation expenses are not reimbursed.

Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.

Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.
