JOB SUMMARY
The Government Programs and Contract Manager is responsible for overseeing, managing, and ensuring compliance with government contracts, programs, and regulatory requirements. This role involves developing and executing strategies for securing government contracts, maintaining strong relationships with government agencies, and ensuring adherence to all applicable laws and regulations. The ideal candidate will have extensive experience in government contracting, procurement processes, and contract lifecycle management.

JOB SUMMARY
The Government Programs and Contract Manager is responsible for overseeing, managing, and ensuring compliance with government contracts, programs, and regulatory requirements. This role involves developing and executing strategies for securing government contracts, maintaining strong relationships with government agencies, and ensuring adherence to all applicable laws and regulations. The ideal candidate will have extensive experience in government contracting, procurement processes, and contract lifecycle management.
ESSENTIAL DUTIES AND TASKS
Contract Management & Compliance
- Manage the full lifecycle of government contracts, including proposal development, negotiation, execution, and compliance.
- Ensure adherence to federal, state, and local government contracting regulations, including ITAR, FAR, DFARS, and other applicable requirements.
- Conduct risk assessments and develop mitigation strategies to ensure contract compliance.
- Maintain accurate contract records, reporting requirements, and contract modifications.
Government Programs & Business Development
- Identify and pursue government contracting opportunities that align with the company's strategic goals.
- Develop and manage relationships with government agencies, contracting officers, and program managers.
- Lead proposal development efforts, including responding to RFPs, RFQs, and other government procurement opportunities.
- Collaborate with internal teams, including finance, legal, and operations, to support contract execution and program implementation. Responsible for processing payroll, 401k, HSA and FSA funds for multiple entities.
Regulatory & Financial Oversight
- Ensure compliance with all regulatory and reporting requirements related to government contracts and programs.
- Monitor budget allocations, funding modifications, and contract performance metrics.
- Oversee audits and reviews conducted by government agencies and ensure all reporting obligations are met.
- Provide guidance on pricing strategies, cost analysis, and financial risk assessment for government contracts.
Process Improvement & Policy Development
- Develop and implement policies and procedures for government contract management and compliance.
- Stay updated on changes in government regulations and industry best practices.
- Train and educate internal teams on government contracting processes and compliance requirements.
- Drive continuous improvement initiatives to enhance contract efficiency and risk management.

PROFESSINAL EXPERIENCE/QUALIFICATIONS
Required:
- Bachelor's degree in Business Administration, Finance, Law, Marketing, or a related field.
- Minimum of 5-7 years of experience in government contract management, procurement, or related fields.
- In-depth knowledge of FAR, DFARS, and other government contracting regulations.
- Proven experience in contract negotiations, risk management, and compliance monitoring.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent communication and relationship-building abilities.
Preferred:
- Master's degree or professional certification (CPCM, CFCM, PMP, or equivalent).
- Experience working with federal agencies such as the DoD, GSA, or DHS.
- Knowledge of government grant management and cooperative agreements.
- Familiarity with ERP (SAP) and contract management software.
- Proficiency with CRM systems (Hubspot), sales forecasting, and analytics.
- On-site work environment with travel up to 50% as required for government meetings, shows, events and contract negotiations.
- While performing the duties of this job, the employee may be required to sit or stand for extended periods of time. The employee may be required to bend, twist, reach, push, pull and operate office machinery and motor vehicles.
