Under guidance of the Assistant Director of Finance, assume full delegated authority for Contract and Grant analysis, leadership, management and administration of the California National Primate Research Center's (CNPRC) contracts and grants function, unit personnel, and unit workflow production. Manage interaction and liaison work with Sponsored Programs, National Institutes of Health and other sponsoring agencies, academics, administrators within the CNPRC/UCD and other National Primate Centers, partner institutions, at all levels to ensure the proper administration of federal and private funded grants and contracts. Responsible for financial budget management, oversight and accountability for extramural funds including managing both pre-award and post-award program services provided by staff to core scientists. Serve as primary financial analyst, compliance consultant, and resource manager to the Center's faculty for all extramural activity. Manage comprehensive pre- and post-award administrative support efforts for grants/contracts portfolio of one time to multi-year grants/contract awards that total over $34M annually. Organize and train staff to work closely and effectively with Principal Investigators, faculty, and research staff to support the center research enterprise including advising/consulting on grantor policies and procedures; prepare proposal submissions; develop award budgets and prepare research progress reports; review/approve award expenditures and prepare technical and financial reports; and provide training on grants and contracts and effort reporting activities to core scientists. Seek and identify potential research funding opportunities. Assist management in developing policies and procedures pertaining to grants and contracts.

Department Overview
The California National Primate Research Center (CNPRC) is an Organized Research Unit that conducts interdisciplinary research programs on significant human health related problems where nonhuman primates are the animal models of choice. In addition to its major efforts in the area of research, the CNPRC is also committed to its missions of teaching and service. The role of the Grants and Contracts Manager is to lead, organize, and train the grants management team; oversee and facilitate the submission of new grant and contract proposals and assure the compliance and judicious administration of that activity. The Grants and Contracts Manager works to establish systems and policies/procedures, and educates faculty/new scientists to maintain compliance with NIH funding requirements (i.e. highly restricted project accounting, financial conflict of interest in research, etc.). Manages staff who are assigned to grants and contracts administration whether directly or indirectly, and through this team works closely with investigators, budget managers, research administration and the Office of Sponsored Projects in the pre-award process to submit projects/proposals for funding to the sponsoring agencies, including applications where CNPRC investigators are sub-awardees; and through this team manages the post award administration of funded grants including progress and financial reporting, monitoring of spending activity, and compliance. Provides guidance and training to grants management staff, investigators and research staff on applicable rules and regulations. Oversees the CNPRC compliance program components including, but not limited to, grants administration, effort reporting, and conflict of interest reporting and compliance accountability of extramural funds, which includes providing pre-award and post-award management of a portfolio of complex and varied grants under a client services model.

- Bachelor's degree in Business, Finance, Accounting or equivalent experience/training.
- Experience applying federal accounting and GAAP/audit principles, practices and procedures. This would also include experience in accounting principles and practices financial analysis, forecasting and strategic planning to analyze quantitative aspects of fiscal and budgetary issues, and compile financial data and reports.
- Experience interpreting, negotiating, researching, analyzing, explaining and applying contract and grant policies for state, federal and other funding agencies. Applied policies and procedures related to federal grants and contracts and research administration (including but not limited to accounting, purchasing, personnel, and compliance issues). Experience working with federal funding agencies and administering federal grants and contracts and in electronic research administration, especially with awards funded by the National Institutes of Health.
- Supervisory and training skills to direct staff in organizational strategies, appropriate service practices, and performance management including prioritizing workload, corrective action/progressive discipline and scheduling personnel to meet strict deadlines.
- Knowledge and understanding of federal, state and institutional regulations, guidelines, and policies covering grant and contract processes. Knowledge and experience with regulations and implementation of a variety of federal, state, local and private agencies including Federal Acquisition Regulations (FARs); Code of Federal Regulations (CFRs); Office of Management and Budget Circulars (A-21, A-110, A-133), National Institutes of Health Grants Policy Statement.
- Knowledge of post award accounting and financial reporting, and internal audits of grants and contracts to ensure compliance with institutional and funding agency requirements. Knowledge of government regulations, policies and procedures regarding NIH grants and research compliance, proposal development, and grants/contracts management.
- Knowledge of federal budgeting processes, financial reporting requirements and policies regarding the use of funds and accounting procedures with diverse fund restrictions and fund accounting.Proficiency with MS Office applications to write reports and general business correspondence; and to prepare complex financial, budget and other reports, and other pertinent documents and department records.Mathematical, statistical, analytical and problem solving skills to identify problems, analyze and compile data, present financial data and recommend solutions and contingency plans in a meaningful and useful format.

- Certified Research Administrator (CRA)
- Experience with institutional compliance issues related to NIH grant funding requirements. Experience with proposal development activities, such as intent letters, budget projections, and format documents according to RFPs.
- Experience organizing and managing complex projects; to plan, execute, and manage multiple projects simultaneously; and to meet operational goals with attention to details. Experience developing grant budgets, reconciling ledgers.
- Financial and business management skills to conduct financial analysis to analyze data, present statistical information, access problems and needs and to relate financial status to operational needs. Skills and abilities to identify potential research opportunities and knowledge of funding research resources.
- Effective interpersonal and customer service skills, written and verbal communication skills to interact on a daily basis with internal and external customers.
- Knowledge of generally accepted accounting principles, cost allocation methods, and accounting policies and procedures in an academic research environment.
