Description / Position Overview

Program Administrator II

In this position, you will establish, implement and manage Colorado Springs Police Department grant processes and monitor compliance. Perform a variety of administrative, analytical, strategic operational duties in support of the Finance Section at CSPD.

Essential Job Functions- the basic job duties an employee must be able to perform:
  • Engage with CSPD staff to identify funding needs; consult with department to identify program needs. Act as a resource about program development and initiatives.
  • Implement process to establish grant priorities, organize teams, and lead the planning and development of grant proposals and submissions. Review and edit grant proposal documents prior to submission.
  • Supervise Grant Analyst II position responsible for researching funding opportunities and writing grant applications.
  • Develop annual grant strategy submittal for City budget process.
  • Evaluate, write, and maintain current procedures and policies to ensure compliance with program objectives and governing guidance.
  • Stay current with grant rule changes; communicate the potential impact to appropriate staff.
  • Develop in-depth knowledge of individual grant purposes, budgets, restrictive covenants and rules.
  • Coordinate the formal review, approval, and acceptance process with the Public Safety Attorney, Chief of Police, Chief of Staff, and Mayor when grant awards are received.
  • Monitor financial and programmatic progress of all grants.
  • In conjunction with CSPD internal project directors, prepare and submit periodic grant progress reports as required by the various funding agencies.
  • Serve as liaison to funding agencies and organizations.
  • Maintain compliance with accepted professional standards and funding agency requirements.
  • Perform financial, compliance, and procedural audit activity of sub-recipients of grant funding awarded to the CSPD; report audit findings; and make recommendations for correction of unsatisfactory conditions.

We are looking for candidates who demonstrate the following knowledge, skills and abilities:
  • Able to write reports, prepare letters, expositions and summaries
  • Able to read financial and legal documents
  • Able to make decisions regarding interpretation of policies
  • Maintain strong customer service skills
  • Knowledge of proper English usage, spelling, grammar, and punctuation
  • Knowledge of research tools
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations
  • Ability to distinguish and identify funding opportunities
  • Ability to establish and maintain effective working relationships
  • Ability to communicate clearly and concisely, orally and in writing
  • Understanding of financial compliance requirements and auditing practices.
  • Supervisory skills including training, evaluation, and corrective action


Minimum Qualifications

  • Bachelor's degree from an accredited college or university with major coursework in a related field (public administration, business administration, community development, social sciences).
  • Three years of full-time, professional experience in a related field, including two years of administrator and/or supervisory experience.

One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.
Preferred Qualifications

  • Six years of professional public administration experience, including two years of administrative and/or lead supervisory experience
  • Experience in a law enforcement field
  • Experience dealing with the processes involved in acquiring grant funding
  • Ability to conceptualize beyond existing frameworks, analyze alternative operational systems, and anticipate results in detail.
