Position Summary

The primary assignment will be Ground Operations/Engineering Modifications Manager, and he/she will be reporting to the Director of Maintenance. He/she will assist with the daily operations of the company providing leadership and management of Flight/Aircraft Maintenance Operations and directly manage the Maintenance and Quality Control Departments. As the Ground Operations/Engineering Modifications Manager he/she will be responsible for managing the engineering/design development, modification, integration, test and certification of special mission aircraft. He/she will oversee vendors performing the aircraft modifications to ensure the work is properly executed, documented and delivered on schedule and within budget. Responsibilities will include developing the Statement of Work, schedule and budget for each project. He/she must be familiar with the Federal Aviation Administration (FAA) aircraft modification requirements to include, but not limited to, Supplemental Type Certificates (STC). Travel to CONUS and OCONUS locations may be required. This is a full-time exempt position that is not eligible for overtime pay.

Essential Functions
  • Ensure department staffing is adequate for planned operational tempo, required mission support and growth.
  • Ensure compliance with Local and Federal regulations to include FAA, DoD, NASA and applicable DCMA and USG contract requirements.
  • Track and report aircraft and personnel productivity metrics.
  • Direct effective and safety-conscious department operational policy and procedures.
  • Oversee the Maintenance and Quality Control Departments.
  • Assist Sales and Business Development personnel with flight and aircraft maintenance operations capabilities.
  • Direct and oversee aircraft mission systems requirements development and integration.
  • Leads all integrated project scheduling, planning, and project control to optimize resource allocation and cost and schedule requirements for the project.
  • Ensures that all production and engineering organizations including the executive, leadership and cost account management groups have cohesive and common visibility into the project to enable proper prioritization and/or staffing decisions.
  • Prepares plans, reports and presentations to communicate to the customer and leadership the program performance status.
  • Leads the development of and administers the master program schedule and supporting budgets.
  • Provides and/or coordinates the commercial interface to key program subcontractors.
  • Contributes to, refines and develops internal operating procedures under the charter of continuous improvement and corporate development.
  • Coordinate with all customer representatives in an ongoing manner during the life of the project.
  • Identify and resolve issues and conflicts within the project team and elevate issues appropriate for executive management involvement.
  • Develop and issue final project executive report that includes financial, technical and operational performance with detailed recommendations for executive management complete with deficiencies and corrective actions.
  • Other duties as assigned.

Supervisory Responsibility
  • Will supervise employees supporting Airfield Operations in Maintenance, Aircraft Mods, and Quality Control departments.
  • Oversee the daily tasking with subordinates in the program and perform performance evaluations of staff annually.

Required Skills
  • Bachelor's Degree or equivalent education and experience.
  • Fifteen (15)+ years of experience in Operations and Program Management.
  • Excellent PC skills, including MS office (Word, Excel and Power Point).
  • Secret security clearance required. Top Secret security clearance preferred.
  • Minimum of 8 years of work in aircraft modification project management.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are based on the work schedule of the mechanics and mission requirements. Occasional evening and weekend work may be required as job duties demand.

Travel

Infrequent CONUS and OCONUS travel may be expected for this position. Candidate must have a valid passport.
