The Harbormaster is an experienced and responsible leader and part of the Parks and Recreation Department's Management Team. This position oversees the successful operations of the Oak Harbor Marina with primary responsibility for enforcing Marina regulations, ensuring the safety and security of the Marina, overseeing docking and moorage, managing Marina staff, and providing exceptional customer service. Under the direction of the Parks and Recreation Director, the Harbormaster serves as project lead for short and long-term planning of Marina's capital projects and assists with business and strategic planning. Successful candidates will have solid knowledge of maritime safety rules and regulations, excellent organizational and leadership skills, premier customer service, and a passion for boating and maritime environments.

The Harbormaster works in a wide variety of working conditions, from an office setting to outside and on the water in all types of weather conditions, including stormy, rainy, and foggy conditions. Access all areas of the facility including stairs, uneven docks and ramps, and boarding vessels. Weekend, evening, or after-hours work is required as well as after-hours response to situations and emergencies on an on-call basis. Travel is required to other City locations and occasional out-of-City meetings and conferences.

Vacation and Sick Leave Accrual
Sick leave accrual is 8 hours per month.
Full-time employees receive vacation accrual on the following schedule.
Years of Service Vacation Accrual Rate
The vacation accrual rate for a part-time employee shall be pro-rated as a percentage of the full-time rate.
Holiday Pay
The City provides eleven (11) paid holidays per year plus two (2) floating holiday of your choice (total of thirteen (13) days).
Medical Insurance
A choice from three options is provided through the Association of Washington Cities (AWC).
Part time employees who work 20 hours or more per week are eligible for full benefits but must pay for spouse and dependents coverage.
Vision Insurance
Vision Service Plan -The City provides a paid family vision plan which covers a yearly exam per person and a portion of vision hardware (frames, lenses and contacts) depending upon the use of accepted network providers.
Dental Insurance
Washington Dental Service/DELTA is preventive, incentive-based dental coverage provided through Association of Washington Cities, and pays as follows: 70-100% preventive, 70-100% basic, and 50% major dental to a maximum of $2000/person/year. Included is an orthodontic rider for children of 50% orthodontic expenses to a maximum of $1000 per child/lifetime. The City pays 100% of the premium for a fulltime, regular employee and 90% of the premium for spouse and dependent children.
Part time employees who work 20 hours or more per week are eligible for full benefits but must pay for spouse and dependents coverage.
Washington State Retirement Programs
Required pension plan for all City employees. (Public Employee Retirement System) plans 2 or 3 is for all general City employees.
LEOFF (Law Enforcement Officers and Firefighters) plan 2 is for safety service employees.
PSERS plan 2 is for Public Safety Service Officers (Corrections Officers).

Basic Life Insurance & Long Term Disability
The City pays for a $25,000 basic group life insurance policy as well as a long term disability policy for employee only through Standard Insurance Company.

Essential Job Functions

- Direct Marina operations, including the docking and moorage of vessels, dry land storage, fuel purchases and sales, office procedures and provide first-class customer service and amenities.
- Ensure the safety, cleanliness, and security of the Marina, including coordinating with Police and Fire Departments for emergency response situations. Board tenants' and guests' boats as necessary to ensure safety and Marina rules and regulations compliance of all vessels.
- Safely operate the Marina utility vessel day or night under all weather conditions and to effectively employ this vessel in emergencies.
- Provide general direction to the Assistant Harbormaster for coordinating maintenance and repairs of Marina facilities and equipment.
- Enforce Marina rules and regulations and ensure adherence to maritime laws.
- Monitor weather and sea conditions and advise vessels accordingly and log float plans.
- Manage Marina staff, including hiring, training, and scheduling. Review and approve employee time sheets, leave requests and write Marina Staff performance evaluations.
- Ensure the Marina is environmentally compliant with local, state, and federal regulations.
- Communicate effectively and establish relationships with the public, Marina patrons, City officials and staff, citizen groups, and government agencies.
- Coordinate with maritime and other government agencies concerning activities such as tidelands leasing, grant funding and conformance with environmental laws and policies.
- Attend Council and Advisory Board meetings related to Marina.
- Ensure Marina records and systems are maintained.
- Plan and coordinate Marina capital improvement projects and equipment acquisition, serving as point of contact with consulting engineers, contractors, and vendors.
- Prepare and manage the Marina budget and monitor revenues and expenses of the Enterprise Fund and reserves and set rate structures for fees and sales.
- Ensure that City policies and procedures are followed, including appropriate cash handling, recording of transactions, and accounts receivable.
- Resolve disputes, derelict vessels, and delinquent accounts in a constructive and tactful manner, coordinating with the City Attorney's Office as necessary.
- Provide coverage for Marina office as needed. Assess and respond to emergency calls during off-duty hours.

- Proven experience as a Harbormaster or a similar role in Marina management.
- Working knowledge of Marina infrastructure and projects such as, dredging, dock repair and maintenance.
- Knowledge of maritime safety regulations, seamanship and Marina operations.
- Experience in personnel management and budgeting. Financial management skills to write and manage Marina budget, oversee fees collection, and ensure the overall financial health of the Marina.
- Good physical condition and ability to work outdoors in various weather conditions.
- Knowledge of maritime law and regulation and ability to enforce compliance with local, state, federal laws related to maritime operations.
- Strong leadership and managerial skills to effectively oversee all Marina operations, staff, and emergency response actions calmly and efficiently.
- Working knowledge of project management and strategic planning.
- Excellent communication and interpersonal skills to liaise with boat owners, law enforcement agencies, environmental groups, City Commissions, and the general public.
Qualifications & Requirements
An equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential job functions may be considered.
- Bachelor's degree or equivalent in business administration, engineering, or related field.
- Five (5) years' experience in Marina management and maintenance including supervisory experience.
- Marina-related education may be substituted for work experience.
- Obtain and maintain CPR and Industrial First Aid Certification within three (3) months of hire.
- Complete Coast Guard Auxiliary Small Boat Handling course within three (3) months of hire.
- Valid driver's license and ability to provide a driver's abstract showing a good driving record at time of hire.
- Complete a comprehensive criminal background screening including credit check prior to hire.
