Description:

HD and Defense Support of Civil Authorities (DSCA) Specialists assist military and government Service personnel for training planning, development, execution, and observation services for training activities. Personnel shall have the ability to use standard systems employed in the development of HD and DSCA missions, which includes CRE missions, to include Google Earth and Microsoft Office (PowerPoint, Word, and Excel) products.

Duties:
  • Have a working knowledge of the NRF, ICS, current Federal and State emergency management and response processes and procedures, as well as the Department of Defense (DOD), NORAD & USNORTHCOM (N&NC), and United States Army North HD and DSCA plans, orders, policies, functions, and procedures
  • Have the skills and the ability to produce exercise products that support contingency plans for HD and DSCA response of DOD assets
  • Have a working knowledge of how DSCA response complements the NRF based upon the Improvised Nuclear Device (IND) planning scenario developed by the Department of Homeland Security (DHS) and Department of Defense Directive (DODD) 3025.18, Defense Support of Civil Authorities, which provides guidelines for DOD participation in these operations, and identifies criteria for evaluation of requests in order to provide appropriate response to Requests for Assistance (RFA) from a Lead Federal Agency (LFA)
  • Develop injects synchronized with all other entities of scenario development created to achieve training objectives and drive unit battle drills to facilitate AAR observations and command and staff assessments of training task proficiency
  • Have working knowledge and experience in identifying manning, infrastructure, and simulation requirements in support of a Command Post Exercise (CPX) with supporting simulation at the Army Division/2-Star Command level and above
  • Know the requirements to establish and run an Exercise Control (EXCON) Cell and possess the ability to establish those operational positions that are in direct support of the CPX/Exercise that enhance and support the execution of the event
    • This includes various cells such as but not limited to a Higher Command (HICON), which replicates the Higher HQs
    • EXCON State, which replicates the state emergency response
    • EXCON MAIN, which serves as the control cell for all EXCON/WHITE cell support
    • EXCON LNOs positions with varying elements in support of the exercise
    • Documents that are developed include, but not limited to Warning Orders, Operation Orders, Fragmentary Orders, Joint Operation Planning and Execution System (JOPES) Newsgroups, Time-Phased Force Deployment Data (TPFDD) documents and Request for Forces (RFF) Unit Tracking Data, Commander Situational Reports (SITREPs), Personnel Statistics (PERSTATs) and Logistics Statistics (LOGSTATs)

Basic Qualifications:
  • Bachelor's degree (or equivalent experience)
  • 8 years of experience with DoD operations
  • FEMA Independent Study Courses 100, 200, 700 and 800b
  • Completion of or be able to complete DSCA Phase II Course
  • Have working knowledge of the NRF, ICS, current Federal and State emergency management and response processes and procedures, as well as the Department of Defense (DOD), NORAD & USNORTHCOM (N&NC), and United States Army North HD and DSCA plans, orders, policies, functions, and procedures.
  • Have a working knowledge of how DSCA response complements the NRF based upon the Improvised Nuclear Device (IND) planning scenario developed by the Department of Homeland Security (DHS) and Department of Defense Directive (DODD) 3025.18, Defense Support of Civil Authorities.
  • Understanding of DOD and civilian command, control and coordination relationships, organizational structures and lines of communication outlined in USNORTHCOM and USARNORTH HD and DSCA plans and orders.
  • Be familiar with the wide array of capabilities the DOD may be called upon to employ during an Improvised Nuclear Device type event (Civil Support Teams (CST), CBRN Enhanced Response Force Package (CERFP), Homeland Response Force (HRF), Defense CBRN Response Force (DCRF), Command and Control CBRN Response Element (C2CRE)) as well as a small to large-scale response operation including complex catastrophes and including support authorized by, but not limited to, the Stafford Act and the Economy Act.

  • Working knowledge of MS Office products (Outlook, Excel, Word, and PowerPoint)
  • Working knowledge of Google Earth
  • Must be a US citizen with a Secret or higher security clearance
  • Good oral and written communications skills
  • Ability to effectively deliver presentations
  • Good interpersonal skills
