General Definition of Work
Performs complex professional and administrative work planning, directing, supervising and coordinating health and human service programs and staff, preparing and administering agency budget, developing and managing policies and procedures, interpreting laws, policies and regulations, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised over all personnel within the department.

Essential Functions
Supervises and manages the consolidated human services agency; plans, organizes, staffs, and directs the agency internal operations; supervises agency functions and department directors. Manages and monitors work performance of assigned department directors and managers.
Participates in the management of the organization's human resources, especially those assigned department heads, including leadership, motivation, communication, conflict resolution, hiring, promotions, employee relations, employee development, performance coaching and evaluation, and compensation.
Coordinates and directs State human services programs.
Serves as secretary and support staff to the Rockingham County Board of Health and Human Services.
Plans and oversees operating and capital improvement budgets for the departments; monitors expenditures.
Advises the County Manager and Board of Commissioners on matters pertaining to Health and Human Services and prepares reports of practical solutions for review by the County Manager.
Performs regulatory functions of investigation and enforcement of State health and human service laws: serves as a liaison to the State.
Monitors DHHS programs and staff activities to assure compliance with State DHHS policies and procedures, including the expenditure of funds.
Develops and maintains community support for department programs and services by working with County officials, private organizations, the media, and the general public.
Develops strategies to consolidate and share services in Social Services, Public Health, Youth Services, Veteran Services, Integrated Health, and Rockingham Recovers.

Comprehensive knowledge of County and department policies and procedures; comprehensive knowledge of applicable Federal, State and local laws, rules and regulations pertaining to health and human services; comprehensive knowledge of the principles and methods of administration, including planning, directing and personnel and fiscal management; comprehensive knowledge of human behavior essential to working effectively with individuals and groups; comprehensive knowledge of public welfare policies and programs; comprehensive knowledge in preparing detailed reports and other types of correspondence; thorough knowledge in the use of standard office equipment and associated software; ability to plan and execute effective in-service training and staff development programs; ability to express complex ideas effectively, orally and in writing; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to establish and maintain effective working relationships with officials, associates, community agencies, various community officials and the general public.

This work is sedentary and requires little to no exertion of force; work frequently sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Minimum Qualifications
Education and Experience
Master's degree with coursework in a human services field, or related field and extensive experience in supervision of client services in a municipal social services and/or health department along with considerable supervisory experience, or equivalent combination of education and experience.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. If you have student loans and you are selected for full-time employment with Rockingham County, you may qualify for forgiveness of the remaining balance due on your William D. Ford Federal Direct Loan after you have made 120 qualifying payments on those loans while employed full-time by certain public service employers.
