Job Title: Health and Safety Manager

Department: Safety

General Summary

Under general supervision, the Health and Safety Manager is responsible for overseeing the daily operations of the Authority's safety programs. The Safety Manager is responsible for the day-to-day health, safety, and environmental support to site leadership and operating teams within the designated facility. Support includes coaching, teaching, and training site personnel on safe operating behaviors and assisting in the design, development, and implementation of safety and risk control programs.

Duties and Responsibilities

  • Investigates accidents and provides appropriate determinations.


  • Analyze accident/incident data and make recommendations for operations, planning/scheduling, maintenance, etc.


  • Develop mitigation strategies for accident/incident prevention using statistical data.


  • Establishing and facilitating the applicable re-training following accidents and incident determinations.


  • Recommend, develop, and implement safety plans, policy, and standard operating procedures.


  • Education, evaluation, and enforcement of safety policies.


  • Conducts terminal safety meetings with union representatives.


  • Perform safety walk-throughs with the Assistant Vice Presidents of maintenance and operations.


  • Provide classroom instruction, behind the wheel training, onboard evaluations, and observe safe driving behaviors, while providing constructive feedback.


  • Conduct training sessions on an on-going and as-needed basis.


  • Evaluating practices, procedures, and facilities to assess risk and adherence to the law.


  • Maintain required documentation and files, vehicle collision documentation and employee injury reports.


  • Investigates internal and external safety complaints.


  • Assists in special projects and other duties as assigned.


Knowledge, Skills and Abilities

  • Bachelor's degree in Occupational Safety, Public Administration, or related field or five years of progressively responsible experience in transportation safety and/or related field.


  • 3 years supervisory experience in transportation, transit, or law enforcement.


  • An equivalent combination of education and experience may be substituted for minimum requirements.


  • Knowledgeable in the repair of heavy-duty diesel and gasoline powered vehicles, preferred.


  • Knowledge of MIOSHA and FTA regulations.


  • Ability to obtain a Michigan Commercial Driver's License (CDL) with proper endorsements within thirty (30) days of appointment.


Proficient with Microsoft Office, including Excel, Word, and Microsoft Outlook.

  • Effective verbal and written communication skills.
